(Nova) is pleased to provide this proposal for environmental <br /> consulting services at the above-referenced subject property located in Manteca, California <br /> (Site). A recent Phase I Environmental Site Assessment by Nova (V17-6030) identified the <br /> following Recognized Environmental Conditions: <br /> - The Property has been historically used for metals processing activities primarily <br /> associated with military production as well as pesticide storage and distribution, which <br /> have the potential to have impacted the Property subsurface. A limited subsurface <br /> investigation performed in May 2010 identified soil with elevated arsenic and <br /> groundwater with elevated total petroleum hydrocarbons (TPH) above regulatory <br /> limits; therefore, the former use of the Property and apparent associated documented <br /> impacts are considered a REC for the Property. Additionally, in Nova's opinion the prior <br /> subsurface investigation did not include a sufficient number of borings to provide <br /> reasonable confidence that no additional impacts are present. <br /> A subsurface investigation should be performed to determine whether additional <br /> subsurface impacts are present at the Property which have not been documented. <br /> SCOPE OF WORK <br /> The scope of work detailed in this proposal includes the following primary elements: <br /> Limited Subsurface Investigation <br /> The objective of the proposed scope of work (SOW) is to conduct a limited assessment <br /> for evidence of residual subsurface contamination due to the reported presence of <br /> total petroleum hydrocarbons, volatile organic compounds (VOCs), pesticides, and <br /> metals, due to the former industrial use of the Property. The SOW detailed in this <br /> proposal includes the following primary elements: <br /> • Clearing public underground utilities in the areas of drilling (including notification <br /> through the California 811 Dig Alert one call system a minimum of 72 hours prior <br /> to drilling and pre-marking the Site prior to mobilization); <br /> • Preparing a site-specific Health and Safety Plan (HASP); <br /> • Acquiring San Joaquin County drilling permits required to install the proposed soil <br /> 3901 ARLINGTON HIGHLANDS BOULEVARD SUITE 200 ARLINGTON TEXAS 76018 <br />
