Soil samples will also be obtained <br /> from the soil stockpiles for characterization purposes. Details of <br /> the remediation program are given below: <br /> 1) Submit an Executive Summary of the proposed work to San <br /> Joaquin EHD and place copy in Stockton Library. <br /> 2) Prepare a site health and safety plan in accordance with <br /> Occupational Safety and Health Guidance Manual for Hazardous <br /> Waste Site Activities - Prepared by National Institute for <br /> Occupational Safety and Health, Occupational Safety and Health <br /> Administration, U.S. Coast Guard and US Environmental <br /> Protection Agency, October 1985. <br /> 3) Notify the San Joaquin County - Environmental Health Division <br /> (SJEHD) 48 hours prior to work initiation. <br /> 4) Overexcavate the northwestern portion of the tank cavity to a <br /> depth of 10-15 ft below present depth or until photo- <br /> ionization detector measurements indicate low hydrocarbon <br /> levels. <br /> 5) Stockpile the contaminated soil (approximately 30 cu. yds. ) on <br /> six mil plastic sheeting adjacent to present stockpiles, and <br /> cover with six mil plastic. The bottom layer of plastic is <br /> rolled up and the top layer rolled over to insure no runoff. <br /> Filled sausages are used to hold the plastic in place. <br /> 6) As excavation proceeds, monitor excavated soil for the <br /> presence of volatile organics using a photo-ionization <br /> detector (PID) . <br /> 7) Obtain discrete soil samples from walls and floor of new <br /> excavation and from stockpiled soil. <br /> 8) Preserve the individual soil samples in 2 x 3-inch brass <br /> tubes, seal with aluminum foil, and cap. <br /> 9) Label and log soil samples on a chain of custody form. <br /> 10) Relinquish the samples to a state-certified laboratory for <br /> analysis to confirm the successful removal of contaminated <br /> soil. <br /> 11) Analyze soil samples for total recoverable petroleum <br /> . hydrocarbons (TRPH) and purgeable aromatic hydrocarbons <br /> (BTE&X) in accordance with EPA methods 8015 and 8020, and for <br /> total lead in accordance with EPA method 7420. <br /> 3 <br />
