This container was not included in the SPCC plan.
-Table 2-1 of the SPCC plan states that one drum of used oil will be located in the MRF/TS. Four 55 gallon drums of
used oil were observed in the MRF/TS.
-Table 2-1 of the SPCC plan states that the 800 gallon truck pit drainage tank is a double wall steel tank. The truck
pit drainage tank that was observed on site was a single wall poly tank.
-Table 2-1 of the SPCC plan states that the four 250 gallon motor oil, hydraulic oil (2)and transmission oil tanks are
double walled tanks. The tanks observed on site were single wall tanks.
-Table 2-1 of the SPCC plan states that the 105 gallon diesel tank for the fire pump is a double wall tank. The tank
observed on site was a single wall tank.
The Spill Prevention, Control, and Countermeasure(SPCC)Plan must be amended when there is a change in the
facility design, construction, operation, or maintenance that materially affects its potential for a discharge, within 6
months of the change, and implemented as soon as possible, not later than 6 months following preparation of the
amendment. Immediately ensure that the SPCC Plan to accurately represents the procedures and policies currently
in place at the facility and submit proof to the EHD.
This is a minor violation.
706 CFR 112.8(c)(2)Failed to provide and maintain adequate secondary containment.
The 800 gallon truck pit drainage tank was observed with insufficient secondary containment. The tank appeared to
be a single wall poly tank. Table 2-1 of the SPCC plan states that this tank is a double wall steel tank. All bulk
storage tanks must be provided with a secondary means of containment for the entire capacity of the tank and
sufficient freeboard to contain precipitation. Immediately provide sufficient secondary containment for this and all
other tanks at this facility.
This is a repeat violation, Class II.
FA0006475 PR0515652 SCO01 07/26/2019
EHD 28-01 Rev.09/27/2018 Page 4 of 6 Aboveground Petroleum Storage Act OIR
1868 E.
