(Stantec) is submitting this well destruction work plan (Work Plan) as part of the <br /> closure package for the ARCO Service Station No. 2130 located at 7906 North EI Dorado Street in <br /> Stockton , CA (the "Site" , Figures 1 , 2, and 3) . The Site has been part of an environmental <br /> investigation case under the direction of the San Joaquin County Environmental Health <br /> Department (SJCEHD) . This Work Plan presents a detailed scope of work proposed for well <br /> destructions of monitoring and remediation wells, as required by SJCEHD letter dated August 23, <br /> 2013 (Attachment A) . Well construction details and the proposed well destruction method for <br /> each well are included below, in Table 1 , or in the Bore Logs (Attachment B) . <br /> Site Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) " Hazardous Waste <br /> Operations and Emergency Response" guidelines (29 CFR 1910. 120) and by California <br /> Occupational Health and Safety Administration (Cal-OSHA) " Hazardous Waste Operations and <br /> Emergency Response" guidelines ( CCR Title 8, Section 5192) , the contractor will prepare a site <br /> specific Health and Safety Plan (HASP) . At a minimum, the HASP will define the proposed <br /> subsurface investigation activities, describe physical and chemical hazards that may be <br /> associated with the work, provide a map to the nearest emergency medical facility, and <br /> include material safety data sheets for any hazardous chemicals that will be used or produced <br /> during the work. A copy of the HASP will be available onsite at all times during field work. The <br /> field staff and contractors performing field activities will review the HASP prior to beginning field <br /> operations at the site, as described in this work plan . <br /> Permitting <br /> Prior to beginning field work, all necessary permits will be obtained from the SJCEHD and the City <br /> of Stockton including an encroachment permit for the 5 monitoring wells (MW-6, M (-7, MW_14, <br /> MW- 19, and MW-21 ) located in the right-of-ways of EI Dorado Street and Hammer Lane, <br /> Underground Utility Location and Clearance. Well locations will be marked or cleared of <br /> underground facilities prior to well destruction activities. As required by the California <br /> Design with community in mind <br />
