ARCO-2130 .
Note conditions/comments please.
I referrred to a previous EHD letter so to help, I attached it also. The 2003 SCM was weak and the
things I was looking for have never been submitted . So I'll need you folks to reconstruct a subsurface
model that includes ALL the old data and new MW- 10, 11 , and 12's data . EHD suspects two
plumes. . .one of HC, another of MtBE . . .we'll be looking for your evaluations that address vertical and
horizontal delineation conclusions as well as residual mass calculations that support your numbers. .
Be advised, proposals that include the use of oxidizers should be supported with site specific technical
justification . EHD does not consider Ozone as the magic bullet. We use the EPA guidance docs to
eval sites and proposals for ozone. Refer to Chaper XIII in the following doc/webpage.
http ://www.epa.gov/OUST/pubs/tums. htm
Another useful tool is Technical and Regulatory Guidance for In Situ Chemical Oxidation (ISCO) of
Contaminated Soil and Groundwater, Second Edition, prepared by the Interstate Technology &
Regulatory Council . I don't have the webpage for this doc, but I'm sure you already know about it,
right?
note the report due date. .WITHIN 60-days of the last well's installation . . . I suggest you start now to
construct the missing cross sections and use the lithological data from the new wells to
confirm/support the model .
call me at (209) 468-3454 if you have any questions.
7906 EI Dorado WP 7906 EI Dorado
apprvl boile...
