EI Dorado Street <br /> Stockton , CA 95210 <br /> Dear Mr. Infurna: <br /> SECOR International Inc. (SECOR) assumed the responsibility as the primary consultant for ARCO <br /> Station No. 2130 as of March 1 , 2006. We received your recent letter dated February 21 , 2006 <br /> requesting reactivation/reinstallation of the IAS/SVE system at the site. <br /> To comply with your request SECOR conducted a site visit with URS Corporation , who continues to <br /> oversee the field activities, on March 10, 2006 . During the site visit it was concluded that the system <br /> at Station 2130 is no longer operational and the air permit has expired . In addition , SECOR <br /> conducted a review of the available data for this site. During our review it was discovered that all of <br /> the monitoring well and vapor extraction well screens have become submerged . Therefore, we do <br /> not have an accurate picture of the remaining contamination at this site. We are currently working <br /> on developing a work plan for the installation of new wgils so that we may better examine the <br /> possible remedial options at this site. However, given that the existing system is not operational, the <br /> monitoring wells and vapor wells have become submerged , and the air permits are expired the <br /> system will not be reactivated by the March 20 , 2006 date specified in your letter.
