EI Dorado St. RO#: 035 <br /> Stockton , CA. 95210 <br /> San Joaquin County Environmental Health Department ( EHD ) has reviewed Quarterly <br /> Ground Water Monitoring Report- Fourth Quarter -2005 received February 2 , 2006 and <br /> has the following comments . <br /> Current remedial action at the site involves air bubbling surface air into vapor well VW- <br /> 10 . This change to the insitu air sparging-soil vapor extraction (IAS-SVE) remedial <br /> action plan was approved by EHD after a request from your consultant, URS , suggested <br /> this change was justified for cost reduction purposes while still being able to provide <br /> equivalent contaminant mass reduction . <br /> Ground water samples collected from monitoring and vapor wells on December 12 , 2005 <br /> indicate that VW-10, as well as VW- 1 , VW-3, VW-7, VW- 11 , and VW-12 and MW-2 and <br /> MW-5 trended upward in contamination concentrations, with some at the second highest <br /> levels ever recorded . EHD cannot agree that air bubbling by itself and in only VW- 10 is <br /> effectively reducing the contaminant mass that continues to degrade the ground water. <br /> Additional remedial action is required . <br /> You are hereby directed to reinstall/reactivate the IAS/SVE system at this site <br /> immediately. <br /> EHD will be conducting an inspection in approximately 30 days to ensure compliance. <br /> You may contact Michael Infurna at (209) 468-3454 by March 6, 2006 to schedule the <br /> appointment to meet with your system operator on or about March 20, 2006 , <br /> Donna Heran , RENS , Director <br /> Envirental Health hep ment <br /> Illatel <br /> Michael J .
