N <br /> Stantec <br /> PUBLIC NOTICE <br /> Fact Sheet <br /> Case Closure for Leaking Underground Storage Tank (UST) Site <br /> Arco, a BP affiliated company, on behalf of the San Joaquin County Environmental Health Department (SJCEHD), <br /> invites public comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking <br /> underground storage tank (LUST) case at the below subject site (Site). <br /> SUBJECT SITE: <br /> Site Name: Arco Service Station No. 2130 <br /> Site Address: 7906 North El Dorado Street, Stockton, San Joaquin County, California <br /> GeoTracker Global ID # To6o7700074 <br /> SJCEHD Site Code: 1094 <br /> PUBLIC COMMENT PERIOD: 1 October — 1 December <br /> 2013 CASE SUMMARY: <br /> SJCEHD and the Central Valley Regional Water Quality Control Board (RWQCB), in cooperation with the <br /> property owners and responsible party (Arco) and their environmental consultants have evaluated soil and <br /> groundwater conditions, and health concerns at the subject Site resulting from historical unauthorized releases <br /> of gasoline from underground storage tank (UST) systems formerly utilized for fueling operations at the Site <br /> prior to the 1993 UST system upgrade. <br /> Soil and groundwater investigations were conducted from 1991 to 2013. Gasoline hydrocarbons were detected in <br /> on-Site soil and groundwater with very low concentrations sporadically offsite in the groundwater. Limited over- <br /> excavation was conducted in August 1993 during the UST replacement (approximately 920 cubic yards of <br /> impacted soil was removed). Remedial actions of spot excavation of the former UST and dispenser area, active <br /> remediation through the use of air sparge and soil vapor extraction, and natural attenuation have reduced mass <br /> to very low concentrations in both the soil and groundwater. Remaining mass present at the Site should <br /> continue to decrease without additional mitigation as the extent of the plume remains stable. <br /> The RWQCB submitted a No Further Action Required Concurrence to SJCEHD and Arco on September 19, <br /> 2013. After receipt of notification that all case closure activities are completed, the SJCEHD intends to issue a <br /> No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at: httQ//geotracker.waterboards.ca.gov .
