N Stantec PUBLIC NOTICE Fact Sheet Case Closure for Leaking Underground Storage Tank (UST) Site Arco, a BP affiliated company, on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites public comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking underground storage tank (LUST) case at the below subject site (Site). SUBJECT SITE: Site Name: Arco Service Station No. 2130 Site Address: 7906 North El Dorado Street, Stockton, San Joaquin County, California GeoTracker Global ID # To6o7700074 SJCEHD Site Code: 1094 PUBLIC COMMENT PERIOD: 1 October — 1 December 2013 CASE SUMMARY: SJCEHD and the Central Valley Regional Water Quality Control Board (RWQCB), in cooperation with the property owners and responsible party (Arco) and their environmental consultants have evaluated soil and groundwater conditions, and health concerns at the subject Site resulting from historical unauthorized releases of gasoline from underground storage tank (UST) systems formerly utilized for fueling operations at the Site prior to the 1993 UST system upgrade. Soil and groundwater investigations were conducted from 1991 to 2013. Gasoline hydrocarbons were detected in on-Site soil and groundwater with very low concentrations sporadically offsite in the groundwater. Limited over- excavation was conducted in August 1993 during the UST replacement (approximately 920 cubic yards of impacted soil was removed). Remedial actions of spot excavation of the former UST and dispenser area, active remediation through the use of air sparge and soil vapor extraction, and natural attenuation have reduced mass to very low concentrations in both the soil and groundwater. Remaining mass present at the Site should continue to decrease without additional mitigation as the extent of the plume remains stable. The RWQCB submitted a No Further Action Required Concurrence to SJCEHD and Arco on September 19, 2013. After receipt of notification that all case closure activities are completed, the SJCEHD intends to issue a No Further Action Required letter for the subject Site.
