The PAR-FS was
prepared in response to requirements listed in the EHD correspondence dated
December 13, 2011 .
In the PAR-FS , your consultant concluded , based on the most recent groundwater data
for the site, that dissolved benzene in the area of VW-10 will not naturally degrade in a
reasonable time table that would qualify this site for no further action status now. Your
consultant concluded that active remediation is required . The EHD concurs .
Four remedial alternatives were evaluated for this site . Your consultant concluded that
k' insitu chemical oxidation (ISCO) could be the most cost-effective and feasible
alternative for cleaning up the petroleum impact to the groundwater at this site and
recommended a field pilot test be conducted . The EHD accepts your consultant's
recommendation and directs you to submit a work plan for feasibility testing for ISCO .
Please submit the plan to Geotracker within 60 days . Please note that field testing
and/or implementation of ISCO requires consent of the Central Valley Regional Water
Quality Control Board (CVRWQCB) and collection of data specified by that agency to
evaluate the project for waste discharge requirements.
Thank you for your cooperation and continuing efforts to investigate and evaluate a
remedial alternative .
