EI Dorado Street APN : 079-350-16 <br /> Stockton , CA 95210 Global ID#: T0607700074 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed <br /> Remediation System Removal (Letter) dated July 26 2010, submitted to Geotracker on <br /> October 28 , 2010, by your consultant, Stantec Consulting Corporation. The Letter was <br /> prepared in response to an electronic mail by the EHD dated May 26, 2010 requesting <br /> ARCO to submit a feasibility study. The EHD had also reviewed the First Quarter — <br /> 2010 Groundwater Monitoring Report (Report) that was submitted to Geotracker and <br /> I contacted Brad Shelton of Stantec concerning the contents of the report. <br /> f <br />( Information included in the Report stated that the soil vapor extraction/insitu air sparging <br /> (remediation) system had been shut down since October 2009 and that ARCO was <br /> 4 planning a review of alternative remedial activities for submittal to the EHD. <br /> Groundwater monitoring was the only planned activity for this site. No date was <br /> provided advising when the results of the remedial alternate review would be submitted <br /> to the EHD . <br /> The EHD , by electronic mail dated June 1 , 2010, advised Mr. Shelton that the feasibility <br /> study was to be submitted to Geotracker by July 9, 2010 ; however, the study was not <br />! submitted by that date. <br /> f <br /> r <br /> On October 28 , 2010 , on behalf of ARCO , Stantec submitted the Letter stating that <br /> instead of submitting a feasibility study, the aboveground remediation equipment would <br /> be removed on August 2 and 3, 2010. The EHD was advised in a phone conversation <br /> with Mr. Shelton on November 19, 2010, that the aboveground remedial system had <br /> been removed before the Letter was submitted to Geotracker. Also included in the <br /> Letter were advisements that ARCO will "investigate the design and integrity of the sub <br /> grade portion of the (remediation) system and conduct a site wide utility search" and that <br /> a feasibility study would be submitted approximately six weeks after the system was <br /> removed ; purportedly August 2 and 3 , 2010. As of the date of this letter, the feasibility <br /> study has not been submitted . <br /> r <br /> t' <br />
