Stantec Consulting Inc.
3017 Kilgore Road, Suite 100
- Rancho Cordova , CA 95670
Tel: (916) 861-0400
Fax: (916) 861 -0430
Stantec
April 3 , 2009
Mr, Michael Infurna
Senior REHS
San Joaquin County Environmental Health Department
600 East Main Street wricP t "7l" y,dv
Stockton , CA 95202
Reference: Sampling Reduction Notification TGT
ARCO Service Station No . 2130
7906 North EI Dorado Street
Stockton, California 95210
Stantec No. : 211601033.201 .522
Dear Mr. Infurna:
On behalf of Atlantic Richfield Company (ARC) , a BP Affiliated Company, Stantec Consulting
Corporation (Stantec) has prepared this letter for ARCO Service Station No. 2130 (site) to
minimize the safety hazards for the groundwater sampling technicians while performing work at
I the site.
{
Recently, during a routine groundwater sampling event at a site in Southern California, a traffic
accident occurred while our groundwater sampling technician and traffic control subcontractor
were setting up traffic control at a busy intersection . A more detailed summary of the incident is
included as Attachment A. Our staff was not injured during the incident; however, based upon
the findings during the accident review, Stantec and ARC have decided to eliminate and/or
reduce the sample frequency for wells in or near roadways .
There are currently two high-risk well locations at the site (Attachment B) . These wells include
MW-7 and MW- 14 (both located on EI Dorado Street) , which are currently sampled on a semi-
annual basis . A review of historical data (Attachment C) shows that groundwater analytical
concentrations have been low to non-detect since June 22, 1994 in MW-7 and non-detect since
December 11 , 2007 in MW-14. Based on the low to non-detect petroleum hydrocarbon
concentrations, air sparge remedial activities since November 8 , 2006, and the over-riding risk
to worker safety, it has been determined that MW-7 and MWA4 will be sampled annually (first
quarter) rather than semi-annual .
'r
2130 Sampling Reduction Notification .doc 1
i=
