CONDMONS FOR N-3218-1-0 Page: 2 <br /> 7 At the time of initial inspection, measurements shall be taken to determine the influent and effluent <br /> flow rates <br /> . Compliance with VOC control efficiency shall be demonstrated by results of laboratory samples prior to <br /> commencing system operations. <br /> 9. The influent & effluent VOC conc of the control device shall be measured at least once per month for <br /> the catalytic oxidation system & at least once per week for the carbon system, using an FID,PID or <br /> other District approved VOC detection device. <br /> 10 A log of the weekly running time and the measured influent and effluent VOC concentrations shall be <br /> maintained. <br /> 11. The logs shall be maintained for at least two years and made available for District inspection upon <br /> request. <br /> 12. Operation of the soil remediation system shall not exceed three years without prior District approval. <br /> 13. The catalytic oxidizer combustion chamber temperature shall be maintained at or above 600 degrees F. <br /> 14 Total VOC emissions from the catalytic oxidizer shall not exceed 40 1 pounds in any one day. <br /> 15. No auxillary fuel shall be used for the burning of gasoline vapors in the catalytic oxidizer <br /> 16 The catalytic oxidizer shall be equipped with an operational temp gauge to indicate the temperature of <br /> the combustion chamber. A continuously recording device shall be utilized to indicate the combustion <br /> chamber temp. during operation. <br /> 17. The soil remediation system shall not be operated unless the catalytic oxidizer is operating at or <br /> above the proper operating temp. An automatic shut off system shall be utilized when the operating <br /> temp drops below the proper operating temperature <br /> 18. The Air Pollution Control Inspector shall be notified in writing when the catalytic oxidizer will be <br /> modified to operate in the carbon system mode prior to the modification <br /> 19 The carbon canister control system shall include a minimum of two carbon canisters connected in series. <br /> 20 The carbon canisters removed from the system shall be sealed vapor tight. <br /> 21. The effluent VOC concentration shall not exceed 20 ppmv when utilizing the activated carbon system as <br /> the control device <br /> 22. Neither the soil ventilation rate nor the control device effluent flow shall exceed 400 cfm at any time <br /> when utilizing the activated carbon system as the control device. <br /> 23. Laboratory samples shall be taken at locations both upstream and downstream of the carbon control <br /> system and between the carbon canisters at the time of the initial use of the carbon system. <br /> 1 <br />
