PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
2091468-3420
PHILIP LEHRMAN QUL 1 2001
POBOX 32
ALAMO CA 94507
RE: 8750 S ELDORADO SITE CODE:1843
FRENCH CAMP CA
San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) is the
lead agency providing the oversight of the investigation and cleanup of releases from
underground storage tanks (USTs)within San Joaquin County. PHSIEHD has a contract with the
California State Water Resources Control Board to conduct an UST corrective action program.
The above referenced site was placed in the PHSIEHD Local Oversight Program (LOP) in June
1996.
On August 29, 1989, five USTs were removed from the site: one 10,000-gallon tank which stored
diesel fuel, one 3000-gallon which stored gasoline, two 5000-gallon tanks which stored gasoline,
and one 250- gallon tank used for waste oil. Soil samples were collected from beneath the USTs
and the piping trenches, as required in the PHSIEHD closure permit. Soil samples collected from
beneath the former USTs evidenced low concentrations of total petroleum hydrocarbons as diesel
and motor oil, as well as toluene. However, none of the samples were analyzed for fuel
oxygenates, specifically methyl tertiary-butyl ether(MTBE).
The vertical and lateral extent of contamination must be defined in the areas of documented soil
contamination. A preliminary site assessment must be completed. Please submit a work plan
and a permit application to perform additional sampling by August 27, 2001. The sampling suite
must include analysis for MTBE.
The"Tri-Regional Board Staff Recommendations For Preliminary Evaluation and Investigation of
Underground Tank Sites"along with its"Appendix A"and "Appendix B"should be used as
guidance documents. All work and reports which require geological or engineering evaluation
must be performed under the direction of an appropriate California registered or certified
professional.
If you have any further questions regarding this matter, contact Harlin Knoll at(209)468-3442.
Donna Heran, REHS, Director
Environmental Health Division
0
Harlin Knoll, Senior REHS Dot Lofstrom, R.G.
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: Marty Hartzell, CVRQWCB
A Division of San Joaquin County Health Gare Services
