INTRODUCTION <br /> At the request of Mr. Roger Baltz and Mr. Steve Dutra of the City of Lodi, Advanced <br /> GeoEnvironmental, Inc. (AGE)has prepared the enclosed Phase II Site Assessment Work Plan for <br /> the property at 17 East Elm Street&22 East Locust Street, Lodi, California(the site). The location <br /> of the site is illustrated on Figure 1. A plan of the site is illustrated on Figure 2. <br /> This work plan is prepared as required by the San Joaquin County Public Health Services - <br /> Environmental Health Division(PHS-EHD) for the procurement of a soil boring permit. The work <br /> is being performed as part of due diligence by Mr. Roger Baltz and Mr. Steve Dutra to investigate <br /> areas of potential environmental concern at the site. <br /> 2.0. BACKGROUND <br /> The subject property is located in the northeastern portion of the City of Lodi immediately east of <br /> the Union Pacific Railroad right-of-way, is bound by East Elm Street, Main Street and East Locust <br /> Street and comprises three-quarters of City of Lodi Block 23. Land utilization of the surrounding <br /> properties is generally commercial or light-industrial;the CityofLodi downtown areais immediately <br /> west of the railroad right-of-way. Figure 1 shows the setting of the subject property. The subject <br /> property located at an elevation of approximately 45 to 50 feet above mean sea level and in an area <br /> of low topographic relief. The regional slope of the area is relatively gentle and dips toward the <br /> southwest. <br /> A portion of the property is occupied by an approximately 50-by-140-foot warehouse/office building <br /> with what appeared to be a full basement on the southern half of Parcel 01; the remainder of the <br /> property was undeveloped. The Union Pacific Railroad right-of-way was adjacent to the subject <br /> property along the west boundary. The subject property was vacant at the time of the Phase I, but <br /> appeared to be used by transients for shelter. The prominent features on the subject property are <br /> depicted in Figure 2. <br /> 2.1. REGIONAL GEOLOGIC/HYDROGEOLOGIC SETTING <br /> The subject property is situated within the Great Valley Geomorphic Province of California,a large, <br /> elongate, northwest trending, asymmetric structural trough. The Great Valley Province has been <br /> filled to its present elevation with thick sequences of sediment ranging in age from Jurassic to <br /> Recent, creating a nearly horizontal alluvial plain, extending from the Tehachapi Mountains in the <br /> south to the Klamath Mountains in the north.
