PUBLIC I iALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION .
Karen Furst, M.D., M.P.H., Health Officer :: P
304 East Weber Avenue, Third Floor • Stockton, CA 95202 J
209/468-3420
TECHNICAL REVIEW COMMITTEE MEMBERS OCT 141997
RE: 6649 Embarcadero, Stockton
On September 26, 1997, we discussed the above referenced site. It was
decided that the site would not be required to perform active remediation. Six
members of the committee thought that further investigation of the site should
not be required. Four members of the committee thought that further
investigation should be completed. The information obtained from this further
work would be used to calculate a more accurate mass balance of contamination
remaining in place.
The Central Valley Regional Water Quality Control Board (CVRWQCB)
representative was one of the members who thought that the site required further
investigation. Our agency must request concurrence from the CVRWQCB for no
further action on this site.
When considering the number of TRC members who felt that further action was
not required and that there would have been a two-thirds majority decision for no
further action if the CVRWQCB had not participated, it is clear that the position
of San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) should be that no further action is required at this site and that the
request for further investigation should come from the CVRWQCB.
Therefore, PHS/EHD will process the request for concurrence from the
CVRWQCB for"no further action" at this site.
If you have any questions or concerns please contact me at (209) 468-3449.
Margaret Laagorio, Supervising REHS
PHS/EHD Site Mitigation Unit
A Division of San Joaquin County Health Care Services
