Dwight Davis Page 2
PHS/EHD requires that you conduct a feasibility study in accordance with Article 11, Chapter
16, Title 23 (the Corrective Action Requirements) of the California Code of Regulations. The
feasibility study must compare at least two corrective action alternatives to mitigate soil and
groundwater contamination currently present at this site. When the feasibility study is complete,
you may submit a Corrective Action Plan in. accordance with the Corrective Action
Requirements.
PHS/EHD recommends that the feasibility study test a vapor extraction/air sparging system I
which will address both the soil and groundwater contamination which exists at this site. To
mitigate the potential for the down gradient portion of the plume to migrate beneath the
condominium structure the installation of a groundwater extraction well should be considered. .
PHS/EHD will allow the submittal of environmental fate data with the feasibility study to
support the conclusions stated in the report that the existing soil contamination within the former
overexcavation and the outbound soil plume is not a potential threat to groundwater, and that
it is not economically feasible to remediate.
PHS/EHD recommends that a work plan to obtain site specific data for the feasibility study be
submitted to this agency by November 30, 1995. y
Please contact Steven Sasson if you have any questions at (209) 468-3459.
Donna Heran, REHS, Director
Environmental Health Division
50/y\'
\ IV
Jen =n, Senior REHS Diane M.
