Dwight Davis Page 2 <br /> PHS/EHD requires that you conduct a feasibility study in accordance with Article 11, Chapter <br /> 16, Title 23 (the Corrective Action Requirements) of the California Code of Regulations. The <br /> feasibility study must compare at least two corrective action alternatives to mitigate soil and <br /> groundwater contamination currently present at this site. When the feasibility study is complete, <br /> you may submit a Corrective Action Plan in. accordance with the Corrective Action <br /> Requirements. <br /> PHS/EHD recommends that the feasibility study test a vapor extraction/air sparging system I <br /> which will address both the soil and groundwater contamination which exists at this site. To <br /> mitigate the potential for the down gradient portion of the plume to migrate beneath the <br /> condominium structure the installation of a groundwater extraction well should be considered. . <br /> PHS/EHD will allow the submittal of environmental fate data with the feasibility study to <br /> support the conclusions stated in the report that the existing soil contamination within the former <br /> overexcavation and the outbound soil plume is not a potential threat to groundwater, and that <br /> it is not economically feasible to remediate. <br /> PHS/EHD recommends that a work plan to obtain site specific data for the feasibility study be <br /> submitted to this agency by November 30, 1995. y <br /> Please contact Steven Sasson if you have any questions at (209) 468-3459. <br /> Donna Heran, REHS, Director <br /> Environmental Health Division <br /> �50/y\�' <br /> \ �IV� <br /> Jen =n, Senior REHS Diane M.
