r 1 <br /> 1 1 <br /> M E M O R A N D U M <br /> TO: Ms. Lisa Brown, District Attorney's Office <br /> FROM: Pam Violett, R.E.H.S. <br /> October 26 <br /> DATE: , 1992 <br /> RE: Village West Marina, 6649 Embarcadero Drive, Stock n <br /> On April 21, 1992, three Underground Storage Tanks (UST's) were <br /> removed from the above referenced facility. At the time of <br /> removal, visual inspection of the tank pit and stockpile revealed <br /> contamination. <br /> On May 26, 1992, EHD received a copy of the sample results from UST <br /> removal. Detectable stockpile levels were as follows: TPH-G 21 <br /> ppm & 8. 9 ppm, Toluene .02 ppm & . 0093 ppm, Xylene .64 ppm & . 17 <br /> ppm, TPH-D 110 ppm & 230 ppm. On this date EHD also received a <br /> letter from Pegasus Group, property owners, indicating they <br /> acknowledged that there is contamination at the site, and they are <br /> currently in the process of obtaining bids for the remediation. <br /> On June 8, 1992, Margaret Lagorio, Lead Senior R.E.H.S, had a phone <br /> conversation with Bill Sudhoff, President of homeowner's assoc. for <br /> the condominiums at Village West, regarding residents complaining <br /> of vapors and dust resulting from tank excavation and stockpile. <br /> Ms. Lagorio informed Mr. Sudhoff EHD estimated stockpile to be 50 <br /> cu. yds. , and that the soil was covered. Ms. Lagorio explained <br /> that the property owners had to decide how they wanted to remediate <br /> the soil: 1) haul it off (requires soil sample analysis) to a <br /> landfill 2) treat it on site (bioremediation or aeration with <br /> proper testing and permits) . Ms. Lagorio stated that if the home <br /> owners had a "view easement" then the property owners could be <br /> informed to move the soil or the home owners would take legal <br /> action. This would initiate the property owners proposing to EHD <br /> how they would remediate the stock piled soil. <br /> On June 10, 1992, I witnessed sampling of the product lines that <br /> are being closed in place. <br /> On June 15, 1992, Margaret Lagorio had a phone conversation with <br /> Dwight Davis of the Pegasus Group. In it Ms. Lagorio discussed the <br /> following items regarding the site: 1) Groundwater investigation <br /> will be required, minimum 3 monitoring wells, 2) Stockpiled soil at <br /> site should not be put back into excavation as contamination will <br /> continue to leach into groundwater, 3) May be able to transport <br /> soil to landfill such as Forward, Inc. or BFI - need to contact <br /> them regarding testing requirements and price. Aeration of soil at <br /> a different place at the site may require a permit from APCD, 4) <br /> need to hire a consultant to propose further work. <br />
