CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. R5-2002-0071 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Regional Board) <br /> finds that: <br /> 1. California Natural Products (Discharger or CNP) submitted a Report of Waste Discharge (RWD), <br /> dated 26 May 2000, for land application of industrial wastewater; additional information was <br /> submitted on 20 September 2000, 24 October 2000, 29 November 2001, and 12 March 2002. The <br /> Discharger is requesting an increased flow limit based on the acquisition of additional land for <br /> wastewater application. <br /> 2. The RWD was submitted to revise Waste Discharge Requirements (WDRs) Order No. 98-223. <br /> 3. The processing facility is located at 1250 E. Lathrop Road at the intersection of McKinley Avenue <br /> and Lathrop Road. The processing facility is on Assessor's Parcel Number 198-040-0001;the land <br /> application areas are on Assessor's Parcel Nos. 198-040-1, 198-060-02, and 198-100-018. <br /> 4. The properties are located in Sections 25 and 26, T1S, R6E, MDB&M, as shown in Attachment A, <br /> which is attached hereto and made part of the Order by reference. The Discharger owns all of the <br /> parcels to be used for processing and/or land application. <br /> 5. Tentative WDRs for this facility were prepared and distributed in December 2000. The Discharger <br /> raised several objections to items contained in the tentative WDRs. The public hearing for the <br /> tentative WDRs was delayed and the Discharger was required to prepare numerous technical reports, <br /> as described in Finding No. 6. <br /> 6. Between April and November 2001,the Discharger submitted technical reports required by the <br /> Regional Board. The reports consist of the following: (1)Well Survey Report, (2) Sampling and <br /> Analysis Plan, (3) Wastewater Infiltration Rate Report, (4) Additional Disposal Capacity Report, <br /> (5) California Environmental Quality Act documentation, (6)Groundwater Monitoring Well <br /> Installation Workplan, (7) Wastewater Application Plan, (8) Cropping Plan, and(9) Groundwater <br /> Monitoring Well Installation Report. <br /> BACKGROUND <br /> 7. The Discharger processes rice and soy into food products such as rice syrup, rice milk, soy milk, <br /> puddings, and rice syrup solids. Soups are also produced with vegetable additions,which are <br /> prepared off-site. Coffee and tea have recently been added to the product line. Operations are <br /> conducted year round, five to seven days a week, three shifts per day, with cleanup operations <br /> performed as required, typically not less often than every forty-eight hours. <br />
