CALIFORI•REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. WASTE DISCHARGE REQUIREMENTS FOR CALIFORNIA NATURAL PRODUCTS WASTEWATER TREATMENT FACILITY SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board)finds that: 1. California Natural Products (Discharger or CNP) submitted a Report of Waste Discharge (RWD), dated 26 May 2000, for land application of industrial wastewater; additional information was uV submitted on 20 September 2000, 24 October 2000, and 29 November 2001. The Discharger has submitted an RWD requesting an increased flow limit based on the acquisition of additional land for wastewater application. 2. The RWD was submitted to update Waste Discharge Requirements (WDRs) Order No. 98-223. 3. The processing facility is located at 1250 E. Lathrop Road at the intersection of McKinley Avenue and Lathrop Road. The processing facility is on Assessor's Parcel Number 198-040-0001; the landA application areas are on Assessor's Parcel Nos. 198-040-1, 198-060-02, and 198-100-018. 4. The properties are located in Sections 25 and 26, T1S, R6E, MDB&M, as shown in Attachment A, which is attached hereto and made part of the Order by reference. The Discharger owns all of the parcels to be used for processing and/or land application. 5. Tentative WDRs for this facility were prepared and distributed in December 2000. The Discharger raised several objections to items contained in the tentative WDRs. The public hearing for the tentative WDRs was delayed and the Discharger was required to prepare numerous technical reports, as described in Finding No. 6. 6. Between April and November 2001,the Discharger submitted technical reports required by the Regional Board. The reports consist of the following: (1) Well Survey Report, (2) Sampling and Analysis Plan, (3)Wastewater Infiltration Rate Report, (4)Additional Disposal Capacity Report, (5) California Environmental Quality Act documentation, (6) Groundwater Monitoring Well n /] Installation Workplan, (7)Wastewater Application Plan, (8) Cropping Plan, and(9) Groundwater \1// Monitoring Well Installation Report. V BACKGROUND 7. The Discharger processes rice and soy into food products such as rice syrup, rice milk, soy milk, puddings, and rice syrup solids. Soups are also produced with vegetable additions,which are prepared off-site. Coffee and tea have recently been added to the product line. Operations are conducted year round, five to seven days a week, three shifts per day, with cleanup operations performed as required, typically not less often than every forty-eight hours.
