WASTE DISCHARGE REQUIREMENTS ORDER NO. • - 15- <br /> CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> 3. Storage and disposal of domestic wastewater sludge (septage) shall comply with existing <br /> Federal, State, and local laws and regulations, including permitting requirements and technical <br /> standards. <br /> 4. Sludge and other solids shall be removed from septic tanks as needed to ensure optimal <br /> operation and adequate hydraulic capacity. A duly authorized carrier shall haul sludge, septage, <br /> and domestic wastewater. <br /> 5. Any proposed change in solids use or disposal practice from a previously approved practice <br /> shall be reported to the Executive Officer at least 90 days in advance of the change. <br /> F. Groundwater Limitations: <br /> The discharge, in combination with other sources, shall not cause underlying groundwater to <br /> contain waste constituents in concentrations statistically greater than background water quality, <br /> except for coliform bacteria. For coliform bacteria, increases shall not cause the most probable <br /> number of total coliform organisms to exceed 2.2 MPN/100 ml over any 7-day period. <br /> G. Provisions: <br /> 1. All technical reports required herein that involve planning, investigation, evaluation, or design, <br /> or other work requiring interpretation and proper application of engineering or geologic sciences, <br /> shall be prepared by or under the direction of persons registered to practice in California pursuant <br /> to California Business and Professions Code sections 6735, 7835, and 7835.1. To demonstrate <br /> compliance with sections 415 and 3065 of Title 16, CCR, all technical reports must contain a <br /> statement of the qualifications of the responsible registered professional(s). As required by these <br /> laws, completed technical reports must bear the signature(s) and seal(s) of the registered <br /> professional(s) in a manner such that all work can be clearly attributed to the professional <br /> responsible for the work. <br /> 2. All of the following reports shall be submitted pursuant to Section 13267 of the California Water <br /> Code and shall be prepared by a registered professional as described by Provision G.1. <br /> a. At least 30 days before the Discharger wishes to increase the monthly flow rate above <br /> 160,000 gpd, the Discharger shall submit a report describing completion of improvements <br /> to the designated land application areas to ensure compliance with this order and allow <br /> wastewater application to the 16.0 acre and 3.5 acre land areas. The improvements shall <br /> include,but not be limited to, installation of fencing or notification signs, installation of <br /> berms to prevent surface water runoff in land application areas, and reconfiguration of <br /> checks to improve application rate. <br /> b. By 1 August 2002, the Discharger shall submit an Operation and Maintenance (O&M) <br /> Plan for the wastewater treatment facility land application areas, and landscaped areas.. <br /> The O&M Plan shall instruct field personnel on how to manage the day-to-day discharge <br /> operations to comply with the terms and conditions of this order and how to make field <br /> cwad.+rwa.xu_xgA.mmwownunv.�,,,,w�w..a: <br />
