Box 1219 <br /> Lathrop, CA 95330 <br /> NOTICE OF VIOLATION <br /> OFFENSIVE ODORS AND LANDSCAPED AREA WASTEWATER APPLICATION <br /> CALIFORNIA NATURAL PRODUCTS, LATHROP, SANJOAQUIN COUNTY <br /> On 21 March 2001, staff performed a drive-by inspection of California Natural Products' wastewater <br /> land application areas. A copy of the photographs taken during the inspection are enclosed for your <br /> information. Staff determined that California Natural Products is violating certain provisions of Waste <br /> Discharge Requirements (WDRs) Order No. 98-223. The violations consist of generation of offensive <br /> odors and application of industrial wastewater on the landscaped area inconsistent with the findings <br /> presented in the WDRs. <br /> Objectionable odors were noted at the property line of the 17.6 acre land application area. Generation of <br /> objectionable odors is a violation of Discharge Specification B.2, which states: <br /> Objectionable odors originating from the collection, treatment, and disposal of wastewater at this <br /> facility shall not be perceivable beyond the limits of the property owned by the Discharger. <br /> Industrial wastewater was observed being discharged at the landscaped application area. The land <br /> application is not consistent with the land application procedures described in Finding No. 10 and <br /> therefore constitutes a violation of the WDRs. In addition, wastewater had been over-applied to the <br /> landscaped area resulting in runoff to the roadside ditch. These violations were discussed in a meeting <br /> with you and James Arnold, Esq. In the meeting it was agreed that the industrial wastewater application <br /> to the landscaped area can continue if California Natural Products operates the landscaped system in <br /> accordance with the existing WDRs, including control of tailwater runoff. <br /> California Natural Products shall immediately come into compliance with the WDRs' limits on <br /> objectionable odors.
