• • <br /> Mr. Pat Mitchell - 3 - 13 March 2001 <br /> California Natural Products <br /> 0.01 foot. The Well Survey Report shall include the Land Surveyor/Engineer's field notes in an <br /> appendix. <br /> 2. By 13 April 2001, California Natural Products shall submit a Sampling and Analysis Plan (SAP) <br /> that will be implemented for all future groundwater monitoring. The SAP shall be prepared under <br /> the supervision of a California Registered Engineer or Geologist with experience in groundwater <br /> quality investigations. At a minimum, the SAP shall include: water level elevation measurement <br /> techniques, sample collection details (purging techniques, sampling equipment to the used, sample <br /> containers, and decontamination of sampling equipment), sample preservation and shipment, <br /> analytical procedures, chain of custody control, and quality assurance/quality control standards. <br /> California Natural Products shall collect,preserve, and transport groundwater samples in accordance <br /> with the approved SAP. <br /> 3. By 30 April 2001, California Natural Products shall submit a Wastewater Infiltration Rate Report. <br /> The infiltration rate for the land application area shall be determined using American Society for <br /> Testing and Materials (ASTM) Standard Test Method for Field Measurement of Infiltration Rate <br /> Using a Double-Ring Infiltrometer with a Sealed-Inner Ring (ASTM D 5093-90, reapproved 1997), <br /> or Standard Test Method for Infiltration Rate of Soils in Field Using Double-Ring Infiltrometer <br /> (ASTM D-3385-94). A minimum of three infiltration tests shall be conducted; wastewater from the <br /> processing facility shall be used in the tests. Wastewater infiltration rate tests shall be performed in <br /> all areas that wastewater discharge is proposed. The Wastewater Infiltration Rate report shall be <br /> prepared under the supervision of a California Registered Engineer. <br /> 4. By 30 April 2001, California Natural Products shall submit a technical report which evaluates: a) the <br /> availability(through either lease or purchase) of additional suitable land for land application of <br /> wastewater; and b)municipal treatment system wastewater disposal capacity that is immediately <br /> available. The disposal capacity evaluation shall include projections for the availability of capacity <br /> in the next ten years. <br /> 5. Because of the large increase in flow rate requested by California Natural Products, California <br /> Environmental Quality Act(CEQA) documentation must be completed. By 30 April 2001, <br /> California Natural Products shall submit all necessary CEQA documentation for the changes <br /> requested in its RWD, and shall describe whether the County or the Board will be the lead agency. If <br /> the County will be the lead agency, then California Natural Products shall consult with the County <br /> and provide an expected date of adoption for the CEQA document. The CEQA documentation shall <br /> be completed by an individual or firm with experience in this area. <br /> 6. By 10 May 2001, California Natural Products shall submit a Groundwater Monitoring Well <br /> Installation Workplan consistent with the requirements described in the attached guidance document. <br /> Additional groundwater monitoring wells shall be installed at the land application area, including a <br /> minimum of one background well. The proposed groundwater monitoring system shall include a <br /> sufficient number of monitoring points, installed at appropriate locations, to provide groundwater <br /> samples from the uppermost aquifer that represents the extent of the groundwater that has been <br /> affected, or may be affected, by the discharge of waste. Additional monitoring points shall be added <br /> to provide the best assurance of the earliest possible detection of an adverse impact to groundwater <br /> due to the discharge of the waste. <br />
