WASTE DISCHARGE REQUIREMENTS ORDER NO. 11- <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> a. All applied wastewater shall infiltrate within 24 hours after application. <br /> b. Low-pressure and unpressurized pipelines accessible to mosquitoes shall not be used to <br /> store wastewater. <br /> D. Solids Disposal: <br /> 1. Collected screenings, sludge, and other solids removed from liquid wastes shall be disposed of in <br /> a manner approved by the Executive Officer, and consistent with Consolidated Regulations for <br /> Treatment, Storage, Processing, or Disposal of Solid Waste, as set forth in Title 27, CCR, <br /> Division 2, Subdivision 1, Section 20005, et seq. <br /> 2. Any proposed change in sludge use or disposal practice from a previously approved practice shall <br /> be reported to the Executive Officer at least 90 days in advance of the change. <br /> E. Groundwater Limitations: <br /> The discharge, in combination with other sources, shall not cause underlying groundwater to <br /> contain waste constituents in concentration statistically greater than background water quality, <br /> except for coliform bacteria. For coliform bacteria, increases shall not cause the most probable <br /> number of total coliform organisms to exceed 2.2 MPN/100 ml over any 7-day period. <br /> F. Provisions: <br /> 1. All of the following reports shall be submitted pursuant to Section 13267 of the California Water <br /> Code. <br /> a. The Discharger shall install and operate a groundwater detection monitoring system that <br /> complies with the applicable provisions of§20415 and §20420 of Title 27. The <br /> groundwater monitoring system shall include a sufficient number of monitoring points, <br /> installed at appropriate locations, to yield groundwater samples from the uppermost <br /> aquifer that represent the quality of groundwater that has not been affected by the <br /> discharge of waste. Additional monitoring points shall be added to provide the best <br /> assurance of the earliest possible detection of an adverse impact to groundwater due to the <br /> discharge of the waste. By 30 April 2001, the Discharger shall submit a Groundwater <br /> Monitoring Well Installation Workplan consistent with the requirements described in <br /> Attachment C. Additional groundwater monitoring wells shall be installed at the land <br /> application area and a minimum of one well shall be proposed as a background well at the <br /> processing facility. <br /> The workplan shall include a Sampling and Analysis Plan (SAP) that will be implemented <br /> for all future groundwater monitoring. At a minimum, the SAP shall include: water level <br /> elevation measurement techniques, sample collection details(purging techniques, <br /> sampling equipment to the used, and decontamination of sampling equipment), sample <br /> preservation and shipment, analytical procedures,chain of custody control, and quality <br />
