CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS . <br /> FOR <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN 7OAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds that: <br /> 1. Pat Mitchell and California Natural Products (hereafter Discharger) submitted a Report of Waste <br /> Discharge (RWD), dated 26 May 2000, for land application of industrial wastewater; additional <br /> information was submitted on 20 September 2000 and 24 October 2000. Pat Mitchell owns the <br /> property where the processing plant is located. The parcel where the land disposal facility is located <br /> is owned by California Natural Products. Both entities are jointly responsible for ensuring <br /> compliance with these Waste Discharge Requirements (WI)Rs). <br /> 2. The processing facility is on Assessor's Parcel Number 198-040-01;the land application area is on <br /> Assessor's Parcel Number 198-060-02. Both properties are located in Section 26, Tl S, R6E, <br /> MDB&M, as shown in Attachment A, which is attached hereto and made part of the Order by <br /> reference. <br /> 3. The processing facility is located at 1250 E. Lathrop Road, at the intersection of McKinley Avenue <br /> and Lathrop Road. The land application area is on McKinley Avenue approximately 2,400 feet <br /> south of the processing facility_e M viAe ^ ,&n <br /> 4. Order No. 98-223, adopted by the Board on 11 December 1998, prescribes requirements for <br /> California Natural Products. While this Ofde_is adequate and , istent with the eurrplaffs <br /> and peheies of , The Discharger has submitted an RWD requesting an increased flow <br /> limit. <br /> 5. The Discharger processes rice and soy into food products such as rice syrup, rice milk, soy milk, <br /> puddings, and rice syrup solids. Soups are also produced with vegetable additions which are <br /> prepared off-site. Coffee and tea have recently been added to the product line. Operations are <br /> conducted year round, five days a week, three shifts per day, with a-cleanup operations performed <br /> as required typically not less often then every forty-eight hours. shift perfeEmed every er a&• <br /> 6. California Natural Products (CNP) has been operating and discharging process wastewater to land <br /> since the early 1980s; however, the discharge volume averaged less than 100 gallons per day until <br /> approximately 1990. Much larger flows were discharged to land thereafter. The current land <br /> disposal site was developed and irrigation pivots were installed in 1996. Based on the low flow <br /> and wastewater characteristics, waste discharge requirements were initially waived in accordance <br /> with the provisions of Board Resolution 82-036. Because flows increased significantly, the Board <br /> first adopted WDRs for this discharge in 1998. <br />
