WASTE DISCHARGE REQUIREMENTS ORDER NO. - 13- <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> Monitoring Well Installation Workplan consistent with the requirements described in <br /> Attachment C. Additional groundwater monitoring wells shall be installed at the land <br /> application area and a minimum of one well shall be proposed as a background well at the <br /> processing facility. <br /> The workplan shall include a Sampling and Analysis Plan (SAP) that will be implemented <br /> for all future groundwater monitoring. At a minima n, the SAP shall include: water level <br /> elevation measurement techniques, sample collection details (purging techniques <br /> sampling equipment to the used and decontamination of sampling equipment) sample <br /> Preservation and shipment analytical procedures chain of custody control and quality <br /> assurance/quality control standards. The Discharger shall collect,preserve and transport <br /> groundwater samples in accordance with the approved SAP. <br /> b. By 14 June 2001,the Discharger shall submit a report on confirmation or completion of <br /> improvements for the land application facility. The improvements shall include <br /> installation of fencing or notification signs, confirmation of minimum one foot freeboard <br /> berm, and reconfiguration of checks to improve application rate. <br /> C. By 14 June 2001, the Discharger shall submit an Operation and Maintenance (O&M)Plan <br /> for the wastewater treatment facility,-and land application area, and landscaped area. The <br /> O&M Plan shall instruct field personnel on how to manage the day-to-day discharge <br /> operations to comply with the terms and conditions of this order and how to make field <br /> adjustments, as necessary,to preclude nuisance conditions (e.g., standing water, runoff <br /> from landscaped areas, and objectionable odors from ponded wastewater). It shall also <br /> include a nuisance condition troubleshooting flowchart and a description of notification <br /> requirements if bypass occurs. The Discharger shall include a Cropping Plan as an <br /> appendix to the O&M Plan. The Cropping Plan shall be prepared by an agronomist, shall <br /> identify the crops to be grown,present nitrogen removal calculations, and crop <br /> cutting/harvesting procedures. A copy of the O&M Plan shall be kept at the facility for <br /> reference by operating personnel. Key operating personnel shall be familiar with its <br /> contents. <br /> d.By 14 inne 2001, the Disehafger-shall submit a repei4 en impfavements made to the p14 <br /> opcerrxoarim-r .r <br /> e:d.By 16 July 2001,the Discharger shall submit a Long-term Wastewater Disposal Plan. <br /> The Plan shall be prepared by a Registered Engineer, shall describe expectedrp ocess <br /> wastewater and stormwater flows for the next ten years, and shall propose method(s) for <br /> disposal. No additional wastewater maybe applied on the existing 17-acre land <br /> application area or the landscaped area unless it can be demonstrated, through the <br /> appropriate CEQA document, that there will be no unmitigated environmental effects <br /> including no adverse impacts to water quality. Any Report of Waste Discharge submitted <br /> for increased flow rates must describe the proposed disposal options for the next ten years. <br /> fle. By 30 July 2001, the Discharger shall submit a Groundwater Well Installation Report <br /> consistent with the requirements described in Attachment C. <br />
