MONITORING AND REPORTING PROGRAM -4- <br /> PAT <br /> 4- <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> B. Quarterly Monitoring Reports <br /> The Discharger shall establish a quarterly sampling schedule for groundwater monitoring such that <br /> samples are obtained approximately every three months. Quarterly monitoring reports shall be submitted <br /> to the Board by the I't day of the second month after the quarter(i.e. the January-March quarter is due <br /> by May l') and may be combined with the monthly report. The Quarterly Report shall include the <br /> following: <br /> 1. A narrative description of all preparatory,monitoring, sampling, and analytical testing activities <br /> for the groundwater monitoring. The narrative shall be sufficiently detailed to verify compliance <br /> with the WDR, this MRP, and the Standard Provisions and Reporting Requirements. The <br /> narrative shall be supported by field logs for each well documenting depth to groundwater; <br /> parameters measured before, during, and after purging; method of purging; calculation of casing <br /> volume; and total volume of water purged. <br /> 2. Calculation of groundwater elevations, an assessment of groundwater flow direction and gradient <br /> on the date of measurement, comparison of previous flow direction and gradient data, and <br /> discussion of seasonal trends if any. <br /> 3. A statistical analysis of data using one ol'the methods described in 620415(e)(8)(A)-(E,) of Title <br /> 27. A non-statistical data analysis method can be used if the method can achieve the goal of the <br /> Particular monitoring program at least as well as the most appropriate statistical method l27 CCR <br /> M415(e)(8)]. The Discharger shall use a statistical or nonstatistical data analysis method that <br /> complies with 420415(e)(7, 8, 9, and 10) of Title 27 to compare the downgradient concentration <br /> of each constituent of concern or monitoring parameter with its respective background <br /> concentration to determine whether there has been a"measurably significant" evidence of an <br /> impact to the groundwater. For any monitoring point at which a constituent has already exhibited <br /> a measurably significant indication of a release or an impact the Discharger may propose to <br /> monitor the constituent, at that wet], using a concentration-versus-time plot. <br /> If, during any quarterly data evaluation the Discharger confirms a statistically significant evidence <br /> of an increase in a waste constituent in groundwater at monitoring wells compared to background <br /> levels (or other groundwater limitations) the Discharger shall conclude that it is in violation of <br /> waste discharge requirements amless it can demonstrate an offsite source The Discharger shall <br /> submit confirmation of violation in a written report pursuant to Standard Provision B.I. <br /> -3-AA narrative discussion of the analytical results for all media and locations monitored including <br /> spatial and temporal tends, with reference to summary data tables, graphs, and appended analytical <br /> reports (as applicable). <br /> 445.A comparison of monitoring data to the discharge specifications, groundwater limitations, and an <br /> explanation of any violation of those requirements. <br /> �6.Summary data tables of historical and current water table elevations and analytical results. <br /> 6=7.A scaled map showing relevant structures and features of the facility, the locations of monitoring <br /> wells and any other sampling stations, and groundwater elevation contours referenced to mean sea <br /> level datum. <br />
