CENTRAL VAIW REGIONAL (NATER QUALITY CONT BOARD
INSPECTION REPORT
DISCHARGER : CALIFORNIA NATURAL PRODUCTS 16 October 1987
LOCATION & COUNTY : 1250 E. Lathrop Road, Lathrop, San Joaquin County
CONTACT ( S ) : Cheryl Mitchell , Research Chemist
INSPECTION DATE : 27 August 1987
INSPECTED BY : Stephen S. Boll
ACCOMPANIED BY : Cheryl Mitchell , Research Chemist
OBSERVATIONS AND COMMENTS:
On 27 August 1987, I inspected California Natural Products Facility because we had
received several odor complaints. The facility manufactures rice syrup solids
(used as a sweetner substitute) and Dahlia syrup solids (used as a coffee substi-
tute) . The facility produces two types of waste (solid and liquid) from it's
process. The solid waste is rice fiber, which is used as pig food by a pig
rancher. The liquid waste is the rice sludge, dahlia peelings, boiler blow down
and wash water. The wastewater is discharged from the facility into a pond (with
a capacity of 565,000 gallons) which is on the west side of their property. The
wastewater is then mixed with well water and used to irrigate approximately 14
acres on-site.
The flow of wastewater from the facility has been reduced from 80 gal/day to 40
gal/day due to a change in water usage. This reduction has lowered the water
level in the pond dramatically, which caused the solids in the bottom of the pond
to be exposed. The solids have started to decay which has caused an odor problem.
Ms. Mitchell is aware of the problem and will be submitting a resort by the end
nj October Droaosing an alternative tdiisspposal me hod for their wastewater and
cleanup and dispos-aT of a so 1 s in i existing pond.
At this time, we do not plan on writing waste discharge requirements for this
facility because we do not feel there is a threat to water quality. Should
further investigation reveal a potential water quality problem, we will proceed
with formulation of waste discharge requirements.
INSPECTION SUMMARY:
Ms. Mitchell is aware the wastewater pond is causing an odor problem. She is
planning to submit a report by the end of October addressing the problem. At this
time, we will not be writing waste discharge requirement, because we do not feel
there is a threat to water quality.
STEPHEN S. BOLL, Area Engineer
SSB:ej
