e • <br /> ITEM: <br /> SUBJECT: Pat Mitchell and California Natural Products <br /> Wastewater Treatment and Disposal Facility, San Joaquin <br /> County—Consideration of Revised Waste Discharge <br /> Requirements <br /> DISCUSSION: Pat Mitchell and California Natural Products (hereafter <br /> Discharger) operate a wastewater treatment system and land <br /> application system to treat and dispose of industrial wastewater. <br /> The Discharger primarily processes rice and soy into food <br /> products and secondarily produces coffee, tea, and soups. <br /> Operations are conducted year round, five days a week, three <br /> shifts per day. Wastewater generated in the processing plant is <br /> characterized by a high organic matter and solids content. The <br /> Discharger has installed a substantial treatment system and has <br /> recently optimized the operation of the system resulting in <br /> much better quality wastewater than was discharge in the recent <br /> past. <br /> The WDRs have been updated to contain all the recent standard <br /> requirements for facilities that land apply industrial wastewater <br /> generated in food processing operations. The WDRs require the <br /> Discharger to install additional groundwater monitoring wells, <br /> conduct regular monitoring of the groundwater quality, limit the <br /> BOD and nitrate loading of the application area, and operate the <br /> land application area to maximize nutrient uptake and <br /> denitrification. Cropping activities are required in the application <br /> area and shall be sufficient to take up all the nutrients applied to <br /> the land application area. <br /> The Discharger has submitted numerous comments regarding <br /> the tentative WDRs. Staff have made many changes,but there <br /> are still several areas of disagreement, as described in the Staff <br /> Report. <br /> RECOMMENDATION: Adopt the Waste Discharge Requirements as proposed. <br /> Mgmt.
