CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. �( <br /> WASTE DISCHARGE REQUIREMENTS IIJI <br /> FOR <br /> PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds that- <br /> 1. <br /> hat:1. Pat Mitchell and California Natural Products (hereafter Discharger) submitted a Report of Waste <br /> Discharge (RWD), dated 26 May 2000, for land application of industrial wastewater; additional <br /> information was submitted on 20 September 2000 and 24 October 2000. Pat Mitchell owns the <br /> property where the processing plant is located. The parcel where the land disposal facility is located <br /> is owned by California Natural Products. Both entities are jointly responsible for ensuring <br /> compliance with these Waste Discharge Requirements (WDRs). <br /> 2. The processing facility is on Assessor's Parcel Number 198-040-01; the land application area is on . <br /> Assessor's Parcel Number 198-060-02. Both properties are located in Section 26, T 1 S, R6E, Q <br /> MDB&M, as shown in Attachment A, which is attached hereto and part of the Order by reference. Q <br /> 3. The processing facility is located at 1250 E. Lathrop Road, at the intersection of McKinley Avenue <br /> and Lathrop Road. The land application area is approximately 2,400 feet south of the processing <br /> facility on McKinley Avenue. <br /> 4. Order No. 98-223, adopted by the Board on 11 December 1998,prescribes requirements for <br /> California Natural Products. While this Order is adequate and consistent with the current plans <br /> and policies of the Board, the Discharger has submitted a RWD requesting an increased flow limit. <br /> 5. The Discharger processes rice and soy into food products such as rice syrup, rice milk, soy milk, <br /> puddings, and rice syrup solids. Soups are also produced with vegetable additions which are <br /> prepared off-site. Coffee and tea have recently been added to the product line. Operations are <br /> conducted year round, five days a week, three shifts per day,with a cleanup shift performed every <br /> other day. <br /> 6. California Natural Products (CNP) has been operating and discharging process wastewater to land <br /> since the early 1980s; however, the discharge volume averaged less than 100 gallons per day. <br /> Based on the low flow and wastewater characteristics,waste discharge requirements were initially <br /> waived in accordance with the provisions of Board Resolution 82-036. Because flows increased <br /> significantly, the Board adopted WDRs for this discharge in 1998. <br /> 7. From 1980 to 1996, CNP's disposal field was located approximately 1,000 feet northwest of the <br /> existing field, next to the Southern Pacific railroad tracks. Between 1996 and 1997, the disposal <br /> field was located approximately 500 to 750 feet to the north of the present disposal field. The <br /> previously used application area locations are presented on Attachment A. <br />
