CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. �( WASTE DISCHARGE REQUIREMENTS IIJI FOR PAT MITCHELL AND CALIFORNIA NATURAL PRODUCTS WASTEWATER TREATMENT AND DISPOSAL FACILITY SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds that- 1. hat:1. Pat Mitchell and California Natural Products (hereafter Discharger) submitted a Report of Waste Discharge (RWD), dated 26 May 2000, for land application of industrial wastewater; additional information was submitted on 20 September 2000 and 24 October 2000. Pat Mitchell owns the property where the processing plant is located. The parcel where the land disposal facility is located is owned by California Natural Products. Both entities are jointly responsible for ensuring compliance with these Waste Discharge Requirements (WDRs). 2. The processing facility is on Assessor's Parcel Number 198-040-01; the land application area is on . Assessor's Parcel Number 198-060-02. Both properties are located in Section 26, T 1 S, R6E, Q MDB&M, as shown in Attachment A, which is attached hereto and part of the Order by reference. Q 3. The processing facility is located at 1250 E. Lathrop Road, at the intersection of McKinley Avenue and Lathrop Road. The land application area is approximately 2,400 feet south of the processing facility on McKinley Avenue. 4. Order No. 98-223, adopted by the Board on 11 December 1998,prescribes requirements for California Natural Products. While this Order is adequate and consistent with the current plans and policies of the Board, the Discharger has submitted a RWD requesting an increased flow limit. 5. The Discharger processes rice and soy into food products such as rice syrup, rice milk, soy milk, puddings, and rice syrup solids. Soups are also produced with vegetable additions which are prepared off-site. Coffee and tea have recently been added to the product line. Operations are conducted year round, five days a week, three shifts per day,with a cleanup shift performed every other day. 6. California Natural Products (CNP) has been operating and discharging process wastewater to land since the early 1980s; however, the discharge volume averaged less than 100 gallons per day. Based on the low flow and wastewater characteristics,waste discharge requirements were initially waived in accordance with the provisions of Board Resolution 82-036. Because flows increased significantly, the Board adopted WDRs for this discharge in 1998. 7. From 1980 to 1996, CNP's disposal field was located approximately 1,000 feet northwest of the existing field, next to the Southern Pacific railroad tracks. Between 1996 and 1997, the disposal field was located approximately 500 to 750 feet to the north of the present disposal field. The previously used application area locations are presented on Attachment A.
