The treatment facility contains two bypass lines. The first bypass pipe allows discharge of <br /> wastewater to land after the screening process. A second bypass pipe allows wastewater from the <br /> DAF to be discharged to land without further treatment. Since the installation of the pretreatment <br /> equipment in early 2000, a significant amount of wastewater has bypassed the treatment <br /> equipment. Bypassing the treatment system results in high strength wastewater being discharged <br /> to land and causes objectionable odors. The Board received odor complaints in October 1987, July 1997, July 1998, March 2000, and July <br /> 2000. The odor complaints concerned the Discharger's land treatment and disposal operations. <br /> 26. Based on the anticipated wastewater quality discharged from the treatment facility when operated <br /> properly, discharge of the wastewater should comply with the Effluent Limitations presented in <br /> Section C. Compliance with the effluent limits combined with careful management of the <br /> wastewater application area should control objectionable odors at the application area. <br /> 27. The annual loading rate for selected constituents was calculated based on anticipated concentrations <br /> and flow rates. The anticipated flow rate is 200,000 gallons per day. Soil borings were taken in the land application area in July 1988. The soil was described as silt, <br /> sand, and clay mixtures. According to the San Joaquin County Soil Survey, the soils underlying the <br /> land application site consist of a loamy coarse sand and a fine sandy loam, with rapid and <br /> moderately rapid permeabilities,respectively. The sandy loam soils contain a Weakly cemented to a <br /> strongly cemented hardpan layer at a depth of four to six feet. Several years ago,the Discharger deep- <br /> ripped through this hardpan layer to improve percolation. <br />
