Box 1219
-o
Lathrop, CA 9533E
INCOMPLETE REPORT OF WASTE DISCHARGE, CALIFORNIA NATURAL
PRODUCTS, LATHROP, SAN JOAQUIN COUNTY --
I have reviewed your Report of Waste Discharge (RWD) dated 26 May 2000 (received on 5 June
2000), regarding the wastewater disposal at California Natural Products and have determined that
additional information is required. This letter provides information on anticipated provisions for
Waste Discharge Requirements (WDRs) and requests the additional information necessary to
complete the RWD.
The RWD must address all items listed on the enclosed sheets entitled"Additional Information
Requirements" and must be prepared under the supervision of a registered engineer. The
submittal shall be presented in an RWD addendum, shall describe the selected alternative, and
shall provide discussion demonstrating that the wastewater discharge will not impact the quality
of groundwater, nor cause objectionable odors.
The following standard requirements will be included in WDRs for this facility..
• Application of wastewater during rain events or when the ground is saturated will be
prohibited. All tailwater shall be controlled and returned to a storage pond or reapplied to
the land application area.
• Application of wastewater to fallow ground will be prohibited. Crops are required
wherever and whenever wastewater is being discharged.
• Groundwater samples from on-site monitoring wells contain elevated nitrate
concentrations. The RWD addendum should include an evaluation of the nitrate problem
as a site specific or regional problem. The WDRs will contain discharge limits to protect
the beneficial uses of groundwater.
• All excess water must be collected, stored, or otherwise controlled, as runoff from the
application area will not be allowed.
California Environmental Protection Agency
0a Recycled Paper
