STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CA FORNIARIEGiONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION _m
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
11 January 1990
JAN 1 f
Ms. Cheryl R. LATHROP ROAD,
LATHROP, SAN JOAQUIN COUNTY
We are concerned about the high levels of total dissolved solids (TDS) in your
wastewater and its potential impact on the underlying ground water. We consider
your wastewater a designated waste since its TDS ranges from 2390 to 17,176
mg/1 , according to our data. Land disposal by irrigation for this type of
wastewater is not acceptable. Therefore, we require you to submit a Report of
Waste Discharge (RWD) and a time schedule for specific actions to comply with
Subchapter 15 regulations, eliminate the discharge to land, or eliminate the high
TDS in your wastewater.
Our June and July 1989 samples, 17,176 mg/l and 2390 mg/l , respectively (see
attachment) , were both analyzed using EPA method 160.1 where only minerals
compose the TDS level ; carbohydrates, proteins, and fats are volatilized.
Your RWD should include a complete waste characterization, representative of your
waste stream. You should also consider recycling your wastewater if possible
and investigate the TDS source, in order to consider eliminating it. The Report
of Waste Discharge (enclosed) with the filing fee, and the time schedule is due
to us by 2 March 1990.
If you havvepny questions, please call Twila Leclerc at (916) 361-5673.
I Uv'4
ANTOeK J.
