The italicized comments
made by the RWQCB are as re-stated below followed by a response.
Item No. 1
As stated in Section 2.3 of the report, groundwater flow direction at the facility may be
influenced by groundwater extraction, irrigation water deliveries, and wastewater application.
Because of the importance of installing the new wells in areas that are upgradient of the land
application areas, additional evaluation is warranted. I have attached recent data collected at
the Sharpe Army Depot site for your consultants use. Please submit groundwater elevation
contour maps that better define the groundwater flow conditions at the site. A minimum of four
quarters should be contoured to evaluate the groundwater flow direction.
Kleinfelder was aware of the Sharpe Army Depot data presented by the Board and has taken into
account that data in its initial evaluation of groundwater flow at the northern portion of the site
and subsequent flow data recorded. Kleinfelder has consistently pointed to the Sharpe data as
influencing groundwater flow in the plant area. In accordance with the RWQCB request the last
four quarters of groundwater data has been contoured. In the plant's northern area where three
piezometers (P-1, P-2, and P-3) are located the groundwater flow direction has been recorded as
flowing east/southeast, east, northeast, and even south. It has been estimated, even in our past
reports, that the Sharpe Army Depot extraction wells operation has influenced the groundwater
flow direction. Other domestic or commercial pumping data is not known in areas east or west
C20-4587-OI.MNI /ST02L200 Page 1 of 4
Copyright 2002,Kleinfelder,Inc.
