k`■ KLEINFELDER <br /> located at the Sharpe Army Depot cannot be discounted. Groundwater flow direction has been <br /> shown to fluctuate at the northern portion of the site, and even split into two directions in the <br /> McKinley Avenue recharge area. <br /> The dominant flow direction over the majority of the site has been shown to be flowing onto the <br /> northern portion and McKinley Avenue area from the west. Kleinfelder's initial location of an <br /> upgradient monitoring well was at the McKinley Avenues recharge areas western boundary in a <br /> limited area that has not historically had process water applied to it. Further evaluation of the <br /> groundwater flow in the area of the McKinley Avenue recharge area shows mounding of the <br /> entire area at times. In those instances, there would be no upgradient well placements available. <br /> Considering the limited nature of coverage that the placement of the proposed monitoring well <br /> would afford and the limitations created by the railroad easements, Kleinfelder recommends that <br /> the upgradient monitoring well for the McKinley Avenue recharge area either be placed west of <br /> the Union Pacific Railroad tracks along 7th Street approximately 300 feet west of the application <br /> area or in the McKinley Avenue easement east of W-4. Please see the attached proposed <br /> monitoring well location map with the optional monitoring well locations. <br /> Kleinfelder recommends that the Louise Avenue monitoring well location not be installed at this <br /> time as proposed in the workplan because the extent and location of the proposed application <br /> waters has not been established yet. Monitoring well L-1 is centrally located at the proposed <br /> Louise Avenues area's eastern boundary and essentially upgradient of the proposed application <br /> area. Kleinfelder's initial proposed additional monitoring well was next to L-1, which we felt <br /> was technically unsound to have two monitoring wells just feet apart. If kept properly clear of <br /> application waters the existing well would serve as an appropriate upgradient monitoring point to <br /> the area because no application water has been applied to the site yet. It is Kleinfelder's <br /> recommendation to CNP that no application water be applied to the area near L-1, and the area <br /> with an approximately 50 foot radius west of L-1 be bermed in an attempt to keep runoff from <br /> flowing toward L-1 and that L-1 be utilized as the background well. <br /> Item No. 3 <br /> If conditions in the borehole allow, it is recommended that the sand pack be surged prior to <br /> installing the bentonite seal consistent with SJCEHD Well Standards Section 13.10.8. <br /> Like our previous installations of the site, if conditions allow in the borehole the sand pack will <br /> be surged to settle the pack prior to the installation of the bentonite seal in accordance with the <br /> SJCEHD Well Standards 13.10.8 recommendation. <br /> Item No. 4 <br /> The workplan states groundwater samples will be analyzed in accordance with the current <br /> Monitoring and Reporting Program requirements; collection of samples for trihalomethanes <br /> analysis is also required on an annual basis in the first quarter. <br /> C20-4587-O1.MNl /ST021,200 Page 3 of 4 <br /> Copyright 2002,Kleinfelder,Inc.
