The 87 and 91 octane spill containers failed when tested. All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. The technician onsite cleaned the drain valve of the 91 octane spill container and replaced the cap of the 87 octane spill container and retested both spill containers with passing results. This is a Class II violation. 326 CCR 2635(b)(2) Overfill prevention system not present, was overridden, or failed to meet overfill requirements. The mechanical overfill prevention device on the 91 octane UST is currently overridden by the presence of a measuring stick placed in the drop tube. The stick was removed by the service technician on site. Take all necessary precautions to prevent this in the future. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by November 13, 2014. Consent to perform the inspection, take photos and collect samples was given by Prasanth Boppama (Sam), facility manager . This facility's designated operator is Fredy Barrita (ICC expiration date: April 21, 2016) . The service technician was Jarred Cooke (ICC expiration date: April 30, 2015), who had the following manufacturer's certifications: VR- May 7, 2016 and VMI: February 10, 2015. Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Owner/Operator: Written Agreement (if applicable), UST Letter from Chief Financial Officer, and Owner Statement of Designated UST Operator Compliance.
