The flexible piping in the UDCs'/2 and 3/4 had no direct communication to the secondary
containment; the existing ports were covered by removable caps. Any potential release from the primary
containment into the secondary containment in the 87 and 91 -piping does not flow into a collection
sump. All secondary containment systems shall be sloped so that all releases will flow to a collection
sump located at the low point of the underground piping. The technician onsite removed all the caps,
ensuring that any potential release from the primary into the secondary containment will flow into a
collection sump. CORRECTED.
303. The 87 -octane STP sump sensor was located approximately 3 -inches up the tank saddle and off
the lowest point of the sump and not located to detect a leak at the earliest opportunity. The 87 -octane
fill sump sensor was located on top of the tank's elevated ribs (ridges) and off the lowest point of the
sump and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be
maintained to be able to detect a leak at the earliest possible opportunity. At the time of inspection the
technician onsite relocated the appropriate sensors to the lowest points of their respective sumps.
CORRECTED.
310. Approximately 2 cups of liquid was observed in the 87 -octane fill sump, approximately 1.5 -cups of
liquid was observed in the 87 -octane STP sump, and approximately 1.5 -cups were observed in the 91 -
octane STP sump. If water could enter into the secondary containment by precipitation or infiltration, it
must be removed and disposed of properly. The technician onsite removed the liquid and placed it in
the onsite hazardous waste container. Ensure that the above sumps are maintained free of liquid.
CORRECTED.
Provided:
-The schedule of free classes
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
Inspe Received By: Title:
-o
e n a m U2Q
EHD 23-02 Rev 04/19/12 Page 3 UST INSPECTION REPORT
VIOLATIONS
#
C1
C2
M
Code Stiction
HSC = CA Health and Safety Code; CFR = Code of Federal Regulations
C1 = Class 1 violation; C2 = Class 2 violation; M = Minor violation
Non -Pressurized Piping (continued)
702
CCR 2643(e)
Biennial tightness test of gravity piping not performed (pre -January 1, 1984) (M1)
703
CCR 2643(d)
Triennial line test for conventional suction piping not performed (pre -January 1, 1984) (M1
Other Violations
999
Other:
See attached "Continuation — Official Inspection Report" for violation(s) not listed above.
SUMMARY OF VIOLATIONS
CLASS I, CLASS II, or MINOR -Notice to Comply)
Onsite to conduct a routine Underground Storage Tank inspection and observe monitoring system
certification conducted today:
Class II Violations:
302 & 308.
