No waste analysis was available for the oil waster separator waste. This waste is being disposed of as non -hazardous waste (last disposal occurred on 12-4-2015). This waste was historically hauled away on a hazardous waste manifest on 2-13-13 and 9-13-06. A generator shall make a hazardous waste determination and keep a record of any test results, waste analyses, or other determinations made in accordance with hazardous waste regulations for at least three years from the date that the waste was last disposed of. Immediately locate a copy of the waste analysis conducted for the oil waster separator waste and submit a copy to the EHD. If a copy is unavailable, immediately make a hazardous waste determination and begin managing the oil water separator waste under Title 22 hazardous waste regulations. This is a Class II violation. 108 CCR 66265.53 Failed to maintain a hazardous waste contingency plan onsite and submit to required agencies. The contingency plan was not available at the time of inspection. A copy of the contingency plan and all revisions to the plan shall be maintained at the facility at all times. Immediately locate a copy of the contingency plan for the facility and submit a copy of the plan to the EHD. This is a Class II violation. 111 CCR 66265.16(d) Failed to maintain complete personnel training records. Employee training records for the management of hazardous waste were incomplete; items 1, 2, and 3 (detailed below) were not available for review. Employee training records shall include: 1. the job title for each position at the facility related to hazardous waste management, and the name of each employee filling each job; 2. written job description for each position listed above; 3. written description of the type and amount of both introductory and continuing training that will be given to each person filing positions listed above; 4. records that document that the training has been given to and completed by facility personnel. Training records on current employees shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that employee training is properly documented.
