(AGE) has prepared this report documenting the <br /> removal of one underground storage tank (UST) at 3 East Eleventh Street, Tracy, <br /> California (site). A plan of the site is illustrated in Figure 1. <br /> 1.0. BACKGROUND AND UST DISCOVERY <br /> On 14 October 2013, AGE performed exploratory explorations (potholes) of the 3 East <br /> Eleventh Street property. The area of the western sidewalk of 3 East Eleventh Street <br /> (adjacent to Holly Drive), appeared to be potentially associated with a UST. The area <br /> was at the western most property edge and joined the City of Tracy sidewalk Right-of- <br /> Way. During the exploratory excavation, an apparent fill port pipe and a suspected UST <br /> were identified beneath 36-inches of soil, covered by thick concrete footings, which <br /> were connected to the City of Tracy Sidewalk. Excavation was halted as permission or <br /> permits for an excavation into the City of Tracy sidewalk Right-of-Way were not <br /> procured. AGE evaluated the UST and made contact with the San Joaquin County <br /> Environmental Health Department (EHD). The EHD inspected the location and issued a <br /> notice to remove the UST. The City of Tracy Public Works Department stated the UST <br /> was not their property and was required to be abated by the property owner. It is likely <br /> that the UST was paved over/constructed over during a historical realignment of Holly <br /> Drive near East Eleventh Street. <br /> 2.0.
