Levand-Bright Property - 2 - 29 July 2016 <br /> 3 East 11 th Street <br /> Tracy, San Joaquin County <br /> Family Trust. At the time the release was discovered and to the present date, both the Levand <br /> Family Trust and the Mildred Levand Bright Family Trust both own 50% of the property at 3 East <br /> 11th Street, Tracy. Copies of the San Joaquin County Recorder's Office individual grant deeds, <br /> and a parcel map are attached. As the owner of the property at the time the leak was <br /> discovered, and as a current property owner, the Mildred Levand Bright Family Trust is an <br /> additional Responsible Party. Under the Water Code, as owners and operators of an <br /> underground storage tank system at the time a leak is discovered, both Responsible Parties are <br /> obligated to clean-up the property at 3 East 11 th Street in Tracy. <br /> In the Work Plan, AGE proposes to: <br /> • Advance a total of eight (8) soil borings using direct push drilling technology to <br /> investigate the lateral and vertical extent of pollution. The soil boring located at the <br /> former UST was proposed to be advanced to a total depth of 40 ft bgs and up to 50 feet <br /> below ground surface (ft bgs) if contamination is observed, based on field observations <br /> of hydrocarbon odor and organic vapor meter concentrations at 40 ft bgs. The other <br /> seven (7) soil borings are proposed to be advanced to total depths of 20 ft bgs to assess <br /> the lateral extent of pollution. <br /> • Collect soil samples, and shallow and deep groundwater samples during advancement <br /> of the borings for submission to an analytical laboratory chemical analysis. <br /> • Submit soil and groundwater samples to a certified analytical laboratory for analysis of: <br /> total petroleum hydrocarbons as gasoline (TPH-G); benzene, toluene, ethylbenzene and <br /> total xylenes (collectively BTEX); fuel oxygenates: methyl tert butyl ether(MTBE), <br /> di-isopropyl ether (DIPE), ethyl tert butyl ether (ETBE), tertiary-amyl methyl ether <br /> (TMAE) and tertiary butyl alcohol (TBA); and fuel scavengers: ethylene dibromide (EDB) <br /> and 1,2-dichloroethan (1,2-DCA). <br /> The Work Plan was approved by San Joaquin County Environmental Health Department <br /> (SJEHD) staff in a letter dated 21 January 2015, with the following conditions: <br /> • Limit the total depth of borings to 20 ft bgs, except the boring located in the tank pit, <br /> which should be limited to 40 ft bgs. Reduction in total boring depths is due to the depth <br /> to water in the subject area, which is approximately 10 ft bgs. <br /> • Add analysis for semi-volatile organic compounds by EPA method 8270 to the analytical <br /> list for a shallow tank pit sample, as the UST possibly contained waste fuel. <br /> Central Valley Water Board staff concur with SJEHD staff's approval of the Work Plan, and staff <br /> concur with the scope of work with the following additional conditions: <br /> 1. All conditions listed by SJEHD staff in its 2 January 2015 letter are adhered to. A copy <br /> of SJEHD staff's 2 January 2015 letter is attached for reference. <br />
