Wilson, R.E.H.S. <br />Margaret Lagorio, R.E.H.S. <br />Robert McClellon, R.E.H.S. <br />Mark Barcellos, R.E.H.S. <br />SEP 16 2003 <br />FILE COPY <br />Site Code:727 <br />APN: 233-130-24 <br />San Joaquin County Environmental Health Department (EHD) has reviewed <br />Additional Site Assessment Work Plan— August 2003 dated August 21, 2003 <br />and has the following comments. <br />The proposal includes monitoring well destructions, corrective action (over - <br />excavation of petroleum impacted soil), and monitoring well installations. <br />The proposal to destroy MW -1, MW -3, and MW -4 by over boring and cement <br />grouting to the surface is approved with the following conditions. <br />• Due to pending construction on the site for a two-story building, EHD will <br />require the grouting of the wells to utilize a bentonite material, either slurry <br />or fully hydrated chips/pellets instead of a cement grout and, <br />MW -4 currently defines the eastern lateral limits of the petroleum <br />groundwater plume. Its destruction will leave this quadrant void of <br />repetitive groundwater sampling. EHD was assured that if a replacement <br />well were needed in the future you would install one when directed by <br />EHD. <br />The proposal to over -excavate impacted soils is tentatively approved. Since <br />over -excavation is a corrective action, California Code of Regulations (CCR,T-23, <br />Div 3, Chapter 16, Article 11, Section 2728) requires the site to enter into Public <br />Participation before the plan approval can be finalized. EHD, as required by the <br />CCR, has posted the corrective action notification at the site on September 12, <br />2003. The required public comment period completion date is September 24, <br />2003. if any member of the public has not requested a hearing by Spm on that <br />date, the tentative approval of the proposal will become final. You will be notified <br />of the outcome. <br />In the past this site's monitoring and sampling of the monitoring wells onsite has <br />not been adequate. You are hereby directed to immediately monitor and <br />sample the remaining monitoring wells quarterly and submit the report to <br />EHD before each subsequent event is held. <br />
