The
purpose of this well as noted in the work plan was to determine hydraulic conductivity,
ground water flow, dissolved hydrocarbon concentrations during extraction and
estimate ground water velocity.
In correspondence dated August 27, 2007, the EHD approved Additional Site
Assessment Work Plan that provided for the installation of four additional monitoring
wells (two deep and two shallow) on and off site. The EHD had determined that these
wells were needed to continue the investigation to define the lateral and vertical extents
of the dissolved petroleum plume at this site. As of the date of this letter the monitoring
wells have not been installed.
Before the EHD will comment on the Aquifer Pump Test Work Plan, the August 27,
2007 proposed and approved work must be completed.
You are hereby directed to submit an EHD Well Permit Application form and fee
for the four monitoring wells by March 17, 2008. Please submit a copy of the City of
Tracy encroachment permit with the offsite EHD well permit application and fees. An
additional EHD well permit application and fee is required for the onsite monitoring well
installations.
