Please note that on the <br />original lease document #13792 prepared in 1955 that 14a. states that the "lessee shall remove from the said <br />property all buildings, improvements or equipment constructed or installed thereon, including gasoline storage <br />tanks installed beneath the surface of the said property". Phillips Petroleum should have removed the <br />underground storage tanks (UST's) upon termination of the lease and therefore would be the last operators of the <br />UST's. <br />Also, for your information California enacted UST €aws in 1984. Owner and operators of UST's had to register <br />their tanks with the State. This information was given to the local agencies to enforce the UST laws and <br />regulations.
