September 17. 2004
PREPARED BY: Cambria Environmental Technology Inc (Cambria)
APPROVED with Conditions (See Below)
ADEQUATE AND NECESSARY ELEMENTS OF.THE WORKPLAN (H&S
25296.10,subd.(c)(3):
• Install two 4-inch diameter Schedule 40 PVC monitoring wells M`W-5 and MW-6
with 15-foot screen intervals to approximately 10 feet below groundwater table.
• Install MW-7 with a 10-foot screen interval to approximately- 83 feet to 93 feet below
surface grade (bsg) to evaluate the vertical extent of the contamination in
groundwater. Mud rotary drilling may be employed instead of hollow stem auger if
necessary.
• Collect soil samples from borings every 5 feet for soil description and field screening
using a photo-ionization detector (PID).
• Soil samples may be selected for laboratory analyses. Chemicals to be analyzed
include Total petroleum hydrocarbons as gasoline (TPH-g), aromatic hydrocarbon
compounds (BTEX, fuel oxygenates, and lead scavengers by EPA Method 8260B.
COMMENTS AND CONDITIONS: .
In the work plan Cambria objected to EHD's directive to restart quarterly sampling of the 5
oxygenates in all monitoring wells as stated in a letter dated August 26,2004. Cambria
recommended revising the schedule to sampling MW-1 through 1\1W-4 quarterly for TPH-g,
BTEZ, and Methyl Tert Butyl Ether (MTBE), and annually include analysis of the remaining
4 oxygenates: tert-amyl methyl ether(TAME), tertiary butanol(TBA), tertiary butyl ether,
and di-isopropyl ether. EHD has the following response to the proposal:
MTBE and TBA have been continuously detected in MW-1 for 5 consecutive quarters
between April 2003 and April 2004,with the concentration of TBA as high as 340
micrograms per liter (ug/1) in April 2004. TPH-g has been detected the last 4 quarters
