k' ■ KLEINFELDER
' ATTACHMENT A
SCOPE OF WORK
WORKPLAN
t REMEDIAL WORK, HEALTH RISK EVALUATION
AND GROUNDWATER MONITORING ACTIVITIES
PETROLEUM PIPELINE SPILL
' 23577 MOUNTAIN HOUSE PARKWAY
MOUNTAIN HOUSE, CALIFORNIA
' INTRODUCTION
' Kleinfelder is pleased to present this workplan to Pegasus MH Ventures I (Pegasus).
This workplan was developed after correspondence with Mr. Michael Clevenger of
Pegasus Development, Mr. Tom Crawford of PG&E/California Gas Transfer (CGT) and
' Mr. Jason Dominquez at Chevron Pipeline Company, using Kleinfelder's current
understanding of the site conditions, and is a preliminary understanding of Pegasus MH
Ventures desires. Please note additional consultation with specialists from both
' Chevron and PG&E/ CGT was conducted prior to development of this workplan
regarding removal of soil in and around both Chevron and PG&Es pipelines at the site.
The additional personnel consulted included, but was not limited to: Bryan Nicholson,
(Environmental Consultant with PG&E/CGT), Kevin Armato, (Corrosion Engineering
with PG&E/CGT), and Clem Holst, (Construction Management with PG&E/CGT).
Kleinfelder is committed to providing quality service to its clients, commensurate with
their wants, needs and desired level of risk. If a portion of this workplan does not meet
the needs of the client, or if those needs have changed, Kleinfelder will consider
appropriate modifications, subject to the standards of care to which we adhere as
professionals. Modifications such as changes in scope, methodology, scheduling, and
contract terms may result in changes to the risks assumed by the client as well as
adjustments to our fees. We look forward to the opportunity to serve you.
BACKGROUND
Kleinfelder conducted a Phase I Environmental Assessment (File No. 21073.P01) of the
' subject site in a report dated November 12, 2002. The subject site consists of
agricultural farm property. During the Phase I ESA an interview was conducted with Mr.
Larry Whitehead of Chevron. According to Mr. Whitehead, "a product pipeline runs
' through the southwestern portion of the site". To the best of his knowledge, the pipeline
is an 18-inch crude oil pipeline. Mr. Whitehead stated, "that there were no reported
incidents involving ruptures or leakage associated with the pipeline." Mr. Whitehead
also stated that there are two Pacific Gas and Electric (PG & E) natural gas pipelines
trending through the site."
44843.T04/STO5R1333/DH:Iv Page 1 of 17
' ©2005 Kleinfelder, Inc.
