DRAFT <br /> ATTACHMENT A <br /> SCOPE OF WORK <br /> WORKPLAN <br /> REMEDIAL WORK, HEALTH RISK EVALUATION <br /> AND GROUNDWATER MONITORING ACTIVITIES <br /> PETROLEUM PIPELINE SPILL <br /> 23577 MOUNTAIN HOUSE PARKWAY <br /> MOUNTAIN HOUSE, CALIFORNIA <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this workplan to Pegasus MH Ventures I. This <br /> workplan was developed after correspondence with Mr. Michael Clevenger, using <br /> Kleinfelder's current understanding of the site conditions, and is a preliminary <br /> understanding of Pegasus MH Ventures desires. <br /> Kleinfelder is committed to providing quality service to its clients, commensurate with <br /> their wants, needs and desired level of risk. If a portion of this workplan does not meet <br /> the needs of the client, or if those needs have changed, Kleinfelder will consider <br /> appropriate modifications, subject to the standards of care to which we adhere as <br /> professionals. Modifications such as changes in scope, methodology, scheduling, and <br /> contract terms may result in changes to the risks assumed by the client as well as <br /> adjustments to our fees. We look forward to the opportunity to serve you. <br /> BACKGROUND <br /> Kleinfelder conducted a Phase I Environmental Assessment (File No. 21073.P01) of the <br /> subject site in a report dated November 12, 2002. The subject site consists of <br /> agricultural farm property. During the Phase I ESA an interview was conducted with Mr. <br /> Larry Whitehead of Chevron. According to Mr. Whitehead, "a product pipeline runs <br /> through the southwestern portion of the site". To the best of his knowledge, the pipeline <br /> is an 18-inch crude oil pipeline. Mr. Whitehead stated, "that there were no reported <br /> incidents involving ruptures or leakage associated with the pipeline." Mr. Whitehead <br /> also stated that there are two Pacific Gas and Electric (PG & E) natural gas pipelines <br /> trending through the site." <br /> According to Chevron Pipeline Company, an 18-inch crude oil pipeline ruptured on <br /> December 4, 2003 at the subject site, releasing an estimated 750 barrels of crude oil to <br /> site soil (approximately 31,500 gallons). The pipeline carries crude oil from oil fields <br /> near Bakersfield to refineries in the Bay Area. The pipeline was reportedly ruptured <br /> during grading activities (ripping) of the soil for agricultural purposes by the farmer <br /> leasing the property. <br /> Chevron's consultant Cambria, documented emergency response and oil-impacted soil <br /> removal activities in a report titled "Emergency Response Environmental Report, <br /> Country Flags Release, Spatafore Property, 23577 Mountain House Parkway (Cambria <br /> 44843.T04/ST05R997/DH:Iv Page 1 of 14 <br /> ©2005 Kleinfelder, Inc.
