Z A violation that impairs the ability of an underground storage tank system to detect a liquid leak or contain a liquid release of petroleum in the manner required by law. Z A chronic violation or a violation that is committed by a recalcitrant violator. In determining whether a violation is chronic or a violator is recalcitrant, the local agency shall consider whether there is evidence indicating that the violator has engaged in a pattern of neglect or disregard with respect to any requirement in Title 23 (not including corrective action). The site must be brought into compliance to avoid your entire UST system being red tagged - 7 -days from the receipt of this Notice. Outstanding violations include but are not limited to the following: 1. VPH monitoring of the interstitial spaces of the UST system is not maintained (HSC 25290.1(e)): Communication in the 87- and 91 - product submersible turbine pump (STP) and fill sumps of the vacuum pressure hydrostatic (VPH) system were not tested during the inspection on 4/10/2017. The interstitial space of the underground storage tank system shall be maintained as designed under constai vacuum such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. Immediately contact a properly licensed, trained and certified contractor to install and test communication of the VPH system components under permit and inspection by the EHD.
