Rupi Padda <br />P <br />Telephone: 209-914-8735 <br />O erator: <br />Type of significant violation: <br />❑ A violation that is causing, or threatens to cause a liquid release of petroleum from an underground storage tank <br />system, including, but not limited to: the failure of any required overfill prevention system, where the failure is <br />causing or threatens to cause a release; or the failure of a required spill containment structure, where the failure is <br />causing or threatens to cause a release to the environment due to a spill or an overfill. <br />Z A violation that impairs the ability of an underground storage tank system to detect a liquid leak or contain a liquid <br />release of petroleum in the manner required by law. <br />Z A chronic violation or a violation that is committed by a recalcitrant violator. In determining whether a violation is <br />chronic or a violator is recalcitrant, the local agency shall consider whether there is evidence indicating that the <br />violator has engaged in a pattern of neglect or disregard with respect to any requirement in Title 23 (not including <br />corrective action). <br />The site must be brought into compliance to avoid your entire UST system being red tagged - 7 -days from the receipt of this <br />Notice. Outstanding violations include but are not limited to the following: <br />1. VPH monitoring of the interstitial spaces of the UST system is not maintained (HSC 25290.1(e)): Communication in the 87- and 91 - <br />product submersible turbine pump (STP) and fill sumps of the vacuum pressure hydrostatic (VPH) system were not tested during the <br />inspection on 4/10/2017. The interstitial space of the underground storage tank system shall be maintained as designed under constai <br />vacuum such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the <br />environment.
