The Site is owned by Lincoln Center Properties L.L.C. and was formerly <br /> operated as a gas station by Wickland Oil Company and Exxon USA Corporation. At present, <br /> Mason Center L.L.C. is redeveloping the site for use as a gas station and mini-mart. Three <br /> 10,000-gallon underground storage tanks (USTs) will be removed from the Site. These USTs <br /> will be replaced with two 20,000-gallon USTs. <br /> The topography on and around the Site is relatively flat and covered with pavement. The <br /> regional topography slopes very gently to the west. The surface elevation at the Site is <br /> approximately 12 feet above mean sea level, The Site is located within the Lincoln Center <br /> Shopping Center, operated by Sims-Grupe Management Corp., Inc. <br /> 1.2 Background <br /> The San Joaquin County Environmental Health Services Division (SJC-EBD) requested the <br /> submittal of work plan to characterize soils beneath the three existing USTs after they are <br /> removed. The purpose of this work plan is to describe how these soil samples will be collected <br /> and analyzed <br /> WicklandOil Company installed the three existing 10,000-gallon USTs in 1998. All three tanks <br /> failed a pressure test in August 2000 and will be replaced during redevelopment of the property <br /> by Mason Center,L.L.C. One 20,000-gallon UST and one 25,000-gallon UST will be installed. <br /> 2.0 PROPOSED SCOPE OF WORK <br /> The scope of services proposed herein will be performed to delineate if petroleum hydrocarbons <br /> are present in native soils beneath the three existing USTs. Six temporary borings will be <br /> sampled to accomplish this task. The site investigation scope of services herein was developed <br /> based on our present knowledge of site conditions. <br /> The scope of work proposed for this site investigation includes the following tasks: <br /> • Prepare this Work Plan and a Site-Specific Health and Safety Plan for submittal to the SIC- <br /> EM); <br /> • Obtain appropriate regulatory permits and approvals; <br /> • Obtain utility clearance through Underground Service Alert; <br /> • Tnstall temporary borings to determine if petroleum hydrocarbons at present in native soils <br /> \UM%MC=b'd Project HC\3944 SU1&=MorkPleaAoc <br />
