' <br /> _ <br /> This letter is iri response to Safeway, Inc.'s request for a letter from the Regional Board <br /> acknowledging residual pollution at the former Regal #603, 6425 Pacific Avenue, Stockton, San <br /> Joaquin County(former Regal #603). The former Regal#603 property is a part of the Lincoln <br /> Center shopping center, which is owned by Lincoln Properties. Safeway, Inc. proposes to lease <br /> the former Regal #603 property from Lincoln Properties and construct a new Safeway fuel <br /> center. <br /> The source of the residual pollution in soil and groundwater was identified as three 10,000-gallon <br /> gasoline underground storage tanks (USTs),which were removed in October 1988 from the <br /> former Regal #603 fuel center. Subsequent remedial actions, including soil excavation and <br /> extensive soil vapor extraction/air sparging (SVE/AS), reduced pollution by 97% to an estimated <br /> 32 gallons of TPHg remaining in soil. Groundwater monitoring established that the groundwater <br /> plume was stable prior to the time of site closure in August 2001. <br /> Safeway, Inc.'s consultant, GeoTrans, Inc. (GeoTrans) submitted a Screening Level Phase II <br /> Environmental Assessment(Assessment) dated 11 February 2003. The Assessment reported <br /> petroleum hydrocarbon constituents in direct push soil samples and one grab groundwater <br /> sample. Maximum soil and groundwater sample results of the Assessment are compared to <br /> ---.,-results from the-former Regal4603 closure documents (see attached Table).- <br /> We do not see a significant difference between soil and groundwater conditions encountered <br /> during closure versus current conditions at the site. The Table results are similar for both the i <br /> former Regal #603 closure data and the Assessment, considering grab groundwater samples <br /> typically report higher concentrations than monitoring well samples, due to dilution caused by <br /> the length of the monitoring well screen.
