PHS/EHD would like to take this opportunity to <br /> clarify the December 22 and 23, 1993 communications between PHS/EHD staff and <br /> WEGE representatives. <br /> Evidently during the site inspection of December 22, 1993, the vapor extraction system <br /> (VES) was not operating due to mechanical shut down. When PHS/EHD staff inquired <br /> about the operation of the VES and groundwater extraction, in relation to the <br /> investigation of contamination associated with dry cleaning solvents on the property also <br /> owned by Lincoln Properties, the WEGE representative incorrectly inferred that <br /> PHS/EHD staff was requesting that the VES continue not to operate. <br /> In regards to the operation of the VES, neither PHS/EHD nor the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) have placed any restrictions on its <br /> operation. The VES has been removing petroleum hydrocarbon contamination from the <br /> soil, decreasing the amount of hydrocarbons available to leach into groundwater. <br /> If fact, groundwater contamination continues to be evidenced and requires remediation. <br /> PHS/EHD was informed that you have elected to discontinue groundwater extraction and <br /> treatment as a result of communication with Lincoln Properties. The extraction and <br /> treatment of contaminated groundwater appeared to effectively control plume migration <br /> and to reduce the levels of contamination. Neither PHS/EHD nor the CVRWQCB has <br /> placed any restrictions on the operation of the groundwater extraction and treatment <br /> system. <br /> At your earliest convenience, please re-start the VES and continue evaluation of the <br /> possible effect which periodic groundwater extraction may have on the migration of <br /> solvent contamination associated with Lincoln Properties' site. <br /> A Division of San Joaquin County Health Care Services >�� <br />
