Routine process. <br /> Reviewed submitted work plan for excavation. Inadequate <br /> submittal; discussed deficiencies with consultant over the <br /> telephone. <br /> 10/30/89 Hinson and Ratliff discussed and reviewed amended work plan. <br /> 10/31/89 Hinson and Ratliff visited site for perspective relative to <br /> the work plan proposal. Documented obvious odors dissipating <br /> from stockpiled soils and open excavation. <br /> 11/1/89 Follow up inspection report to joint inspection of 10/31/89 <br /> with Ratliff and Hinson. Large soil stockpiles from the UGT <br /> removal; causing nuisance to neighbors; possible vapors from <br /> soil. <br /> 11/3/89 Reviewed site with Supervisor due to extremely elevated levels <br /> of hydrocarbons in soil stockpiles. <br /> 11/6/89 Drafted letter to Wickland expressing concerns over possible <br /> hazardous benzene levels. <br /> 11/9/89 Ratliff met with consultant and Mr. Margowski to discuss <br /> site's complexities and possible solutions to problems. <br /> Drafted correspondence regarding joint inspection with Air <br /> Pollution Control District (APCD) ; pending permit to aerate <br /> soil. <br /> 11/10/89 Preparation of file documentation resulting from recent <br /> contacts by consultant and RP (responsible party) . <br /> 11/14/89 Ratliff reviewed tank removal report. Discussed complex soil <br /> contamination with Department of Health Services (DHS) staff. <br /> RP contacted DHS and requested clarification of Title 22 <br /> criteria for hazardous waste determination process. <br /> 11/28/89 Received acknowledgement letter by telefax; reviewed content <br /> and filed. <br /> 11/30/89 Site visit. Monitoring wells being drilled. Soil sampling <br /> taking place. <br /> 12/1/89 Ratliff performed inspection for the purpose of monitoring <br /> well grouting of annular seal protection (well ordinance <br /> requirement) . <br />
